In an era of test-based accountability, school inspection may offer a nuanced understanding of school performance and actionable information for improvement. Yet, little empirical evidence exists on its effectiveness in advancing performance, particularly in the United States. This dissertation examines the potential of school inspection as an alternative accountability mechanism through a series of studies based in one of the only U.S. districts to experiment with inspection. Three papers evaluate: 1) How inspectors arrive at their decisions, 2) whether inspections promote principals' attitudes that are associated with lasting institutional change, and 3) effects of inspection on school planning directions. Each of these papers offers a significant contribution to the literature on school inspection and provides evidence regarding the inspection process and its potential to enable school improvement. The first paper inquires about how inspectors evaluate school and reach determinations. To shed light on inspectors' decision-making processes, the case of a U.S. district is contrasted with two long-established international systems. Results reveal that decisions are strongly influenced by local culture and professional traditions. Despite efforts to introduce alternative means for school assessment in the U.S., a test-based accountability mindset dominates and limits the potential of inspection.The second paper investigates whether principals' attitudes towards inspection are those associated with lasting institutional change. This study bridges insights from the organizational change literature in the education field. Semi-structured interviews with 20 principals in the selected U.S. district inquire about the perceived effectiveness of the diagnosis, appropriateness of inspection feedback, and readiness for implementing changes. Results show that strongly positive attitudes toward inspection associated with lasting change. A majority of principals view inspection favorably since its breadth and depth contributes to a more accurate diagnosis of key challenges. Holistic evaluation and actionable findings are not feasible through test-based accountability alone. Principals also express a strong commitment to implementing changes based on inspection feedback. These results provide the first empirical evidence of the influence of school inspection on sustained institutional change. The third essay examines the effect of inspection on school planning. Prior to implementation of reforms, priorities are set through the school planning process. Despite the wide use of inspection globally, no previous study has tested whether a causal relationship exists between inspection and school planning. This study uses mixed methods to examine whether inspection shifts the areas of focus in school planning documents. The study sample comprises 160 public schools in the selected U.S. district. In-depth interviews with school principals reveal that inspections are perceived as useful and led to planned reforms focused in two areas: instructional practices and school climate. Results from a difference-in-differences analysis suggest that inspection shifted the focus of planning documents towards these two areas. Inspection led to nearly a doubling of keywords in improvement plans related to these two focus areas. This study provides empirical evidence regarding the potential of inspection to inform school planning.Overall, this dissertation advances understanding of the potential of school inspection to offer insights for improved school reforms, in a high-stakes, test-based accountability system. This book examines the role of the inspector within the context of a number of OECD member states and explores the ways in which the inspectors themselves interpret, implement and influence inspection practices and policy. Inspection policy can have various unintended consequences, some of which produce radical discrepancies between the policy intent and its implementation. A number of these discrepancies derive from the way in which the policy is articulated while others derive from the ways in which inspectors interpret and operationalise this policy. This implementation is coloured and conditioned by several factors, including the evidence on which inspectors base their judgements; what counts as evidence in different policy contexts; what counts as valid knowledge in inspection processes; the qualities needed by inspectors working in differing policy contexts and the identities that they adopt in order to successfully carry out their work. The book provides a valuable contribution to our understanding of the politics and practices which colour and shape the legitimacy and operational execution of inspection policy. Master's Thesis from the year 2016 in the subject Pedagogy - The Teacher, Educational Leadership, , language: English, abstract: School inspection is one of the most challenging aspects in education; it represents an approach of accountability in teaching and learning. Moreover, school inspection provides policy and decision makers with accurate information about the current state of education in their respective institutions. The main purpose of this study is to examine and determine the impact of school inspection on teaching and learning in Dubai-based private schools, and to give some recommendations into how to conduct effective school inspection that would positively influence teaching and learning. This research included 37 participants; 2 inspectors, 4 head-teachers and 31 teachers, from 4 private schools, who follow different types of curricula, from all grades of performance according to inspection reports conducted in the 2014/2015 academic year. The findings show that school inspection has a significant role in school improvement, especially in teaching and learning. Teachers acknowledge the feedback that inspectors give to them. However, school inspection also has a negative impact on teaching and learning; for instance, it forces some schools to show activities they have never done before. Moreover, the school inspection reports and recommendations, in some cases, are superficial and are not related to the school context; moreover, they often do not show teachers how they can respond to criticism in the reality of their teaching practice. Nevertheless, the relationship between inspectors and teachers is not that positive, especially in some subjects, such as Arabic language and Islamic Studies. This piece of research suggests some areas for the betterment in school inspection, such as giving more importance for SSE School-Self evaluations, shortening the notice period, visiting schools at different times throughout the academic year, making such visits every three years, as well as ensuring that school inspectors have a high degree in education and in the subject they inspect. Nevertheless, it recommends establishing an independent school inspection system. On the other hand, this study suggests further research on the accountability of teaching and learning in Dubai in specific subjects, such as Arabic and Islamic studies, because reality shows that the recent intervention and policy have not been as fruitful as expected
