Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. This book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyzes the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries.The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development

This report analyses migratory flows – internal and international – and how they are linked to processes of economic development, demographic change, and natural-resource pressure. The focus is on rural migration, the many forms it takes and the important role it plays in both developing and developed countries. The report investigates the drivers and impacts of rural migration and highlights how related policy priorities depend on country contexts that are in continuous evolution. These priorities will be different for countries in protracted crises, countries where rural youth employment is a challenge, countries in economic and demographic transition, and developed countries in need of migrant workers, not least to support agriculture and rural economies.

While other studies have often focused on policy declarations, the eight chapters in this book provide rich evidence on the content and implementation of local policies. Furthermore, several chapters offer theoretical insights into the factors driving or hindering policies that acknowledge socio-cultural heterogeneity and ensure more equality and inclusive public services. The general focus of the book is on cities in France and Germany, that is, two major immigration countries in Europe - countries in which local authorities have a relatively strong position within the state structure. The contributions analyze how local actors use their powers to ensure more equal public employment, adapt cultural offers and recreational facilities to the demands of a diverse population, and/or to fight discrimination.
