Military engagement and forward-based U.S. military forces offer decisionmakers effective and efficient mechanisms for maintaining American influence, deterring aggression, assuring allies, building tomorrow's coalitions, managing the challenge of disorder in the security environment, mitigating the risk of a major interstate war, and facilitating U.S. and coalition operations should deterrence fail. Unfortunately, significant cuts to overseas permanent presence and continuing pockets of institutional bias against engagement as a force multiplier and readiness enhancer have combined to limit the leverage possible through these two policy tools. Instead, reliance on precision strike stand-off capabilities and a strategy of surging American military might from CONUS after a crisis has already started have become particularly attractive approaches for managing insecurity in a more resource-constrained environment. This approach is short-sighted politically and strategically. Relying on stand-off capabilities and so-called "surge readiness" - instead of placing greater emphasis on forward presence and, when employed selectively, military engagement - will ultimately result in reduced American influence with friends and adversaries alike, encourage adversaries to act hastily and aggressively, and have the effect of reducing, not expanding, options available to any President.

"This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. The United States strategic framework in the Pacific has three parts: peacetime engagement, as described above, which includes a forward presence; crisis response, which builds on forward-stationed forces, the "boots-on-the ground" and, if necessary, fighting and winning any conflict that might develop. The mechanisms to carry out this strategic framework are embedded in the regular contacts and engagement activities that the United States carries out with friends and allies in the region. It could be changed by such eventualities as a resurgent, expansionist, or nationalistic Russia. But the dialogue that is taking place among strategists in Seoul and Tokyo needs to be broadened to include the United States. It also must become a public debate. "There is an ongoing debate about the effects of U.S. military presence on conflict around the globe. In one view, U.S. military presence helps to deter adversaries, restrain U.S. partners from adopting provocative policies, and make it easier for the United States to achieve its aims without the use of force. In another view, U.S. military presence tends to provoke adversaries and encourage allies to adopt more reckless policies, and it increases the likelihood that the United States will be involved in combat. The authors of this report analyze historical data to assess how U.S. military presence -- in particular, U.S. troop presence and military assistance -- is associated with the interstate and intrastate conflict behavior of states and nonstate actors. Troop presence and military assistance have different effects. Stationing U.S. troops abroad may help deter interstate war. A large U.S. regional troop presence may reduce the likelihood of interstate conflict in two ways: by deterring potential U.S. adversaries from initiating interstate wars or by restraining U.S. allies from initiating militarized behavior. However, U.S. military presence may increase interstate militarized activities short of war. U.S. adversaries may be more likely to initiate militarized disputes against states with a larger U.S. in-country troop presence. U.S. troop presence does not appear to reduce the risk of intrastate conflict or affect the level of state repression. U.S. military assistance is not associated with changes in interstate conflict behavior. However, provision of U.S. military assistance may be associated with increased state repression and incidence of civil war.
