This revealing document, which later was submitted as evidence in the African embassy bombing trials in the United States, clearly outlines the goals of terrorist cell members and many of their techniques. This edition, translated by the FBI Counterterrorism Division, provides a wide-ranging view of Al Qaeda's ideology and operational philosophy, as well as the kind of hard-headed, practical advice it inculcates in its members. The manual discusses the development of security plans for terrorist acts, including assassinations, establishment and maintenance of safe houses and meeting places, and the use of counterfeit currency, forged identity documents, and codes and ciphers. Other sections deal with weapons training and the manufacture of explosive devices and booby traps. Some sensitive parts of this section have been redacted to allow for public release. In one particularly chilling "lesson," the manual states: "The religious scholars have also permitted the killing of a hostage if he insists on withholding information from Moslems...The scholars have also permitted the exchange of hostages for money, services, and expertise, as well as secrets of the enemy's army, plans, and numbers." Of particular interest are the sections on surveillance detection and evasion, how to maintain cover in foreign lands, and how to deal with arrest and interrogation. Most important, the manual provides insight into the general mindset of radical Islamic terrorists and should prove useful to law enforcement officers involved in counterterrorism investigations, as well as members of the military, scholars researching the theory and practice of contemporary terrorism, and anyone interested in the mentality and operational activities of Al Qaeda and related groups. 182 pages, ill.

This fruitful interchange between the fields outlined above existed during the late eighteenth century during the brief period of the Scottish Enlightenment when such great scholars as David Hume, Adam Ferguson and Adam Smith contributed to all these fields, and more. However, as intell- tual specialization gradually replaced broad-based scholarship from the m- nineteenth century onwards, it became increasingly rare to find a scholar making major contributions to more than one. Once Alfred Marshall defined economics in neoclassical terms, as a n- row positive discipline, the link between economics, political science and moral philosophy was all but severed and economists redefined their role into that of ‘the humble dentist’ providing technical economic information as inputs to improve the performance of impartial, benevolent and omniscient governments in their attempts to promote the public interest. This indeed was the dominant view within an economics profession that had become besotted by the economics of John Maynard Keynes and Paul Samuelson immediately following the end of the Second World War.

They are spurred to action by an extremist ideology that is nurtured, demonstrated, and led by al Qaeda and its leadership. This ideology serves as the insurgency’s center of gravity whereby it gains all manner of support across a broad spectrum of functional resources in multiple operational domains. As operating environments change, these ideology inspired decentralized insurgent organizations are able to quickly adapt their methods of operation. In order to defeat this evolving, ubiquitous yet elusive threat, the US must develop a comprehensive strategy that incorporates all instruments of US national power, as well as those of its allies. This strategy must also defeat or mitigate the enemy’s center of gravity in order to have any chance of success. This thesis argues that as lead combatant command in the WOT, the US Special Operations Command (USSOCOM) should conduct continuous, global, pre-emptive low-visibility operations in order to disrupt insurgent operations. In order to accomplish its WOT missions, USSOCOM must effectively organize and array forces and resources to defeat insurgent functional resources across multiple operational domains.
