But the life of Marx is so little known, either by friend or foe, and his teaching so often reduced to a few bald shibboleths, that there may perhaps be room for a sketch of him as he was in relation to the thought and the circumstances of his age, describing at the same time, in rough outline, the development of the labour movements of Europe to whose growth he contributed so much. The writer is one of those who are so genially described in certain quarters as "class-biassed teachers in Universities," but he can plead practical knowledge of W.E.A. Tutorial Classes as, in some sense at least, a corrective to academic prejudice, and he is anyhow old-fashioned enough to doubt whether the writing of history must of necessity be only a class, or mass, interpretation of the past. Marx has certainly had less than justice done him hitherto because class interpretations have made him out as either an impeccable hero or a worthless ruffian: this deluge of praise and blame, in each case so often entirely undiscriminating, has had the effect of turning into an inhuman and almost legendary figure one who was in point of fact a very lovable, very exasperating but essentially real, though often wrong-headed, enthusiast. We must, therefore, combat socialism by trying to make our individualistic system work better and more freely. It must be our aim that none who have fairly good natural powers should be condemned to be mere spectators, while others compete for prizes. Equality of opportunity is alto gether chimerical, but it ought to be possible for any man, however poor, if he has any grit in him, to plant his foot on the bottom rung of the ladder - after that let him climb higher if he can. If the social organism were in this respect more healthy, if its circulation were more vigorous, if to drop metaphor - life offered fair chances to all, then socialism, so far from being a danger, would die a natural death. Excerpt from Contemporary Socialism I thought it necessary to bestow any separate treatment on what is called State Socialism; because that is either a mere general expression for any undue extension of the power of the State for the amelioration of the labouring classes, or it is the specific name of a party in Germany whose programme is just the ordinary socialist programme of nationalising land and the instruments of production, but who seek to carry it out gradually by means of the existing State, the Social Monarchy of the Hohenzollerns, instead of doing so all at once by means of the Social Democratic Republic; and in either case the phase of opinion the expres sion represents is substantially described and discussed in various parts of the following work. On the other hand, I have introduced a chapter on Henry George, although he is not a socialist, because his doctrines are in many respects closely allied with those of socialism, and because he has done more than any other single person to stir and deepen in this country an agitation which, if not socialistic, at least promises to be a mother.
