The proliferation of weapons of mass destruction and the ballistic missiles used to employ them pose the greatest security challenge to the U.S. and her allies. In the past, active defense measures taken to combat the ballistic missile threat were concentrated on launch platform destruction or use of ground-based ballistic missile defense assets. In an era of declining overseas bases, limited strategic lift capability, and the Army and Air Force operating in an expeditionary role, naval forces will usually be the first units to respond to a crisis. Therefore, sea-based ballistic missile defense is a necessity. This paper provides an overview of the Navy's theater ballistic missile defense program. Specifically, it addresses the relationship between ballistic missiles and developing nations. It provides some background on the Joint Theater Missile Defense framework and the active defense programs being developed to support that framework. Most of the paper discusses the advantages of sea-based ballistic missile defense along with the Navy's two solutions to the ballistic missile threat, Navy Area Defense and Navy Theater-Wide Defense. At the turn of the century, the Navy will field a robust theater ballistic missile defense capability, centered on Aegis surface combatants, that is mobile, flexible, sustainable and cost effective.

2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.

The U.S. has established a rudimentary Ballistic Missile Defense System capable of destroying long-range rogue nation ballistic missile threats. However, the primary nations of interest, North Korea and Iran, have not yet demonstrated a missile that is capable of reaching the U.S. This paper argues that the greater threat to the U.S. is in the form of short and medium-range ballistic missiles that can be fired at deployed U.S. forces and the operational commander's inability to effectively counter this threat. Two hypothetical scenarios are used to illustrate that U.S. weaknesses exist in the lack of sufficient defensive capability to counter the threat, and in an insufficient command and control structure. This paper advocates a shift of ballistic missile defense focus from the established homeland defense to protection of deployed forces, allies and friends of the U.S. This can be accomplished through accelerated development and deployment of theater defensive systems, and the establishment of theater missile defense commanders who will support U.S. national missile defense in a building block approach.
