The term notes excludes the idea of an exhaustive or comprehensive treatment of sovereignty; the sole purpose in view is to direct attention to the wide-reaching importance of the subject and to suggest a line of thought somewhat different from that usually followed by publicists. Introductory In the various systems of philosophical theories of government, which have been given to the world since the human reason was emancipated by the revival of learning, sovereignty, with scarcely an exception, has held a prominent place, and upon their conception of it all of the foremost thinkers since that time have rested their philosophic systems. The two great exceptions to this general practice are Montesquieu and Locke. The former neither defines nor treats of sovereignty; and the latter fails even to mention the word. The explanation of this apparently vital omission from their systems may be found in the ethical idealism of these philosophers, who exalted moral obligation to an actual force and gave to man's consciousness of right a determinate authority which is denied by historical experience. Excerpt from State Sovereignty: Rebellion Against the United States by the People of a State; Is Its Political Suicide It is proposed to discuss these great propositions with candor, and in a manner, it is hoped, which will tend to impress upon the public mind such clear views in relation thereto as that the arts of party politicians and demagogues may never again, by exciting feelings of State pride, sap the foundation of the people's loyalty to their Government of the United States. In 1798, ambitious men, to promote a party triumph, induced numbers, and ultimately a majority of the people, to believe that the State Governments were in danger of destruction from the encroachments of the central Government. Then, and thus, was created "The States' Rights Party." This skillful effort of party strategy produced the famous resolutions of 1798, passed by the Legislatures of Virginia and Kentucky, proclaiming dogmas in relation to the powers of the States which, without a very forced construction, laid the foundation of Nullification by South Carolina in 1832, and culminated in the "Slave Barons'" Rebellion in 1860. This is the teaching of history. It is referred to now only as a warning voice, and to prepare politicians and partisans, as well as the people, not to receive the dogma of "State Sovereignty" as embracing a truth worthy of all acceptance, and of so sacred a character as to forbid questioning or examination. Excerpt from Citizenship, Sovereignty The first volume of the work or compilation, of which this publication is a compend, to be entitled Our F deral Union: State Rights And Wrongs, will be published about 15th March. The volumes will contain 500 to 550 pages each, similar to this in type and arrangement. One is to be published each six or eight weeks, and sold in muslin binding at $3. Five volumes will probably suffice for the compilation, which is designed to furnish an epitome of governmental principles, historical facts, documents (each of which will be given entire), the substance of important debates, and of influential opinions in private and published letters, tracts, and other publications, and also a short examination of other Governments, to discover the right of our Revolution, and the superior excellences, and confused but not complicated systems, of our State and Federal Governments. Every family in the land needs this information, which is now scattered through hundreds of volumes, many expensive and inaccessible, in order to enable each Citizen, and the young lad who is soon to be a Citizen, to understand his individual rights, exalted privileges, responsible duties; and also the rights and wrongs of these Sovereign States. The wonder is not that we are in civil war, but that, with our ignorance of principles, and mistakes in theory, our practice has been so nearly correct. To the statesman and politician, the compilation, if at all a success, will be particularly valuable; bringing together for the first time documents, opinions, and principles, to which everyone needs to refer more or less often. The marginal notes, with the thorough index which shall be supplied, will make reference quite convenient; and until superseded by something better, it will be the American statesman's manual. In such a work some would like room to record notes and comments; and should the demand justify, an edition will be printed on superior paper, with wide margin for writing, and in strong binding. The investigations of the Sankey Commission, for example, have shown how vast is the unrealized ex perience which lies waste in the autocratic management of industry. That waste is not less true of government departments. Once, at any point, work is divorced from responsibility the result is a balked disposition of which the consequence is to diminish the creativeness of the worker concerned. The hierarchical structure of the present state maximizes this loss. Nothing is more clear, for example, than the existence of a law of diminishing administrative returns. An official cannot be charged with business over a territory beyond a certain size without administering less efficiently for each addition to his work; and no amount of efficiency at a central office will morally compensate for the inferior interest in the result obtained of those who have had no effective share in making it. The appreciation of this is one of the most vital factors in Mr. Justice Sankey's scheme for the nationalization of British mines. And this is true not merely of industry alone. The departmental organ ization of every monistic state becomes over-centralized; and this, as Lamennais aptly said, results in apoplexy at the centre and anaemia at the extremities. For the inevitable consequence of centralization is an attempt to apply uniform and equal solutions to things neither uni form nor equal.
