The results from inspection trips to five construction sites where portland cement concrete (PCC) pavements were being constructed and one site where a porous friction course was being constructed are reported. The pavements at these sites were being constructed under Corps of Engineers supervision in accordance with job specifications. Construction procedures, job specifications, and inspection and testing procedures were observed to determine if they were compatible with current Corps of Engineers paving specifications. Discussions were held with project personnel to obtain their opinions regarding how Corps of Engineers guide specifications (MCGS 02611) and standard practices manual (TM 5-822-7) could be revised to improve compatibility with current construction technology for PCC pavements, and how to develop guide specifications and standard practice procedure for porous friction courses. Recommendations were made based on technical considerations. (Author).

This report describes performance of a 1-in. thick open-friction-course (OFC) bituminous overlay on an existing concrete pavement, and an adjacent conventional 2 1/2-in. thick dense-graded bituminous overlay placed as a control. The pavements were evaluated after 7 years of service by analyzing core samples for aggregrate degradation, changes in mix density and voids content, and changes in asphalt hardness. Also, pavement surfaces were inspected periodically for cracking, raveling and debonding, texture, friction properties, and rutting. Results indicate that after 7 years the control pavement is in better physical condition than the OFC, but that the latter continues to provide better drainage of surface water and better friction. Of particular significance are the OFC's substantially more favorable smooth-tire friction and friction number-speed gradients.

This report documents the first 4 years of performance of a 1-in. thick open-friction-course (OFC) and its adjacent conventional dense-graded top course (control), placed directly over a portland cement concrete pavement. The control section was placed on the eastbound lanes of Rte 17 in the Town of Kirkwood, Broome County, during the fall of 1975, and the OFC section in the adjacent westbound lanes during June of the following year. The pavements were evaluated by analyzing changes in properties of the in-place mixes and by tracking changes in condition of the surfaces. The physical properties of the mixes were examined in extracted pavement cores, including aggregate gradation, binder penetrations and viscosities, and mix void content. Pavement surfaces were monitored for frictional performance, micro- and macro-texture, rut depth, rideability, and cracking. Results indicate that the control mix provides better performance as a composite material, but the OFC exhibits better surface performance with the exception of joint cracking severity and rideability.
