La pêche est un secteur stratégique pour le Sénégal. Elle joue un rôle essentiel sur les plans économique, social et nutritionnel. Cette filière représente ainsi une source importante de revenus et d’alimentation pour la majorité de la population et la principale origine des apports nutritionnels en protéines d’origine animale. Malheureusement, comme dans la plupart des pays, la durabilité de la pêche au Sénégal est aujourd’hui compromise. La surpêche dans un contexte de libre accès a conduit à la raréfaction des ressources halieutiques, et les principales espèces côtières sont pleinement exploitées, voire surexploitées. Les nombreuses actions menées en vue d’inverser cette tendance portent notamment sur la réduction de l’effort de pêche, la réglementation des engins ou la mise en place de mesures de gestion spatio-temporelle des activités. Peu d’initiatives ont réellement abouti à des résultats probants et durables, la plupart n’ayant pas adopté de méthodes suffisamment intégrées, qui abordent la problématique de manière participative et inclusive, tout en incorporant également l’approche filière. C’est en cela que se distingue ce projet d’expérimentation d’une filière durable de pêche artisanale dans la commune de Djirnda qui, par ailleurs, a accordé une attention particulière au rôle exercé par les femmes dans cette filière et au rôle des aires marines protégées comme outils de gestion durable de la pêche. Dans ce contexte, la contribution de ce projet à l’objectif de développement durable (ODD) n° 14, qui vise à conserver et exploiter de manière durable les océans, les mers et les ressources marines aux fins du développement durable – prend tout son sens. En y regardant de près, on se rend compte qu’en réalité cette approche intégrée adoptée par ce projet contribue également à plusieurs autres ODD, entre autres l’élimination de la pauvreté (ODD 1), l’élimination de la faim et la sécurité alimentaire (ODD 2) et la lutte contre les changements climatiques et leurs répercussions (ODD 13). Il va donc sans dire que la capitalisation des apprentissages issus de ce projet est une initiative d’une grande utilité : les leçons tirées de cette expérience sont d’un intérêt certain non seulement pour les promoteurs du projet, mais également pour tous les acteurs qui interviennent dans le domaine de la pêche et du développement durable au Sénégal, sur l’ensemble du continent et dans le monde en général.

The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.
