Moyer at a. M. Brother George Halley, president of the Colorado State Federation of Labor, was then called upon and delivered an address of welcome to the delegates in attendance at the Sixteenth Annual Convention, and was met with applause. Brother W. A. Burns was then called upon to give a reply of thanks to President George Halley, and rendered a suitable speech in behalf of the Western Federation of Miners, and was met with renewed applause.
