This book offers another frame through which to view the event of the outrigger landing of 43 West Papuans in Australia in 2006. West Papuans have crossed boundaries to seek asylum since 1962, usually eastward into Papua New Guinea (PNG), and occasionally southward to Australia. Between 1984-86, around 11,000 people crossed into PNG seeking asylum. After the Government of PNG acceded to the United Nations Convention and Protocol Relating to the Status of Refugees, West Papuans were relocated from informal camps on the international border to a single inland location called East Awin. This volume provides an ethnography of that settlement based on the author's fieldwork carried out in 1998-99.

The West Papuan claim to the right of self-determination was denied by a series of political acts by the United States, the Netherlands, Indonesia and the United Nations, in the 1960s. The result was the spasmodic flight of thousands of refugees over the next two decades. Today, the task of containment of West Papuan discontent continues. In a thesis divided into four distinct sections, Dr. Alan Smith presents enlightening insight into the 1984-85 refugee crisis; details Papua New Guinea’s responses to the crisis; focuses on the underlying causes of the refugee influx and the limited prospects for achieving a solution; and argues that solutions to problems stemming from the crisis require the development of an authoritative international procedure for treating frustrated self-determination claims. Finally, Dr. Smith shares his views on the UN’s involvement with the claims of indigenous peoples for self-determination and how it represents a unique opportunity for achievement. Crossing the Border is a thesis that utilizes thorough research to examine both the West Papuans’ self-determination rights as well as their rights as refugees.

Everyday life in post-colonial states, such as South Africa and Zimbabwe, is characterized by injustices that have both a historical and contemporary nature. From fishers in Cape Town accused of poaching, to residents of Bulawayo demanding access to water, this book focuses on the relationship between the state and groups that have been historically oppressed due to being on the margins of the political, economic and social system. It draws on empirical research from 12 scholars looking at cases in Brazil, India, South Africa and Zimbabwe. Chapters explore questions such as what citizens, especially those from marginalized groups, want from the state. The book looks at the political values of citizens and how these are formed in the process of engaging with the state and through everyday injustices. It also asks why and how citizens resist the state, with examples of protest, as well as less visible forms of resistance reflecting complex histories and power relations. Finally, the book explores how narratives and counter-narratives reveal the nature of political values and perceptions of what is just. Taken together these elements show the evolution of post-colonial social contracts. An urgent look at the relationship between guns, the police, and race The United States is steeped in guns, gun violence—and gun debates. As arguments rage on, one issue has largely been overlooked—Americans who support gun control turn to the police as enforcers of their preferred policies, but the police themselves disproportionately support gun rights over gun control. Yet who do the police believe should get gun access? When do they pursue aggressive enforcement of gun laws? And what part does race play in all of this? Policing the Second Amendment unravels the complex relationship between the police, gun violence, and race. Rethinking the terms of the gun debate, Jennifer Carlson shows how the politics of guns cannot be understood—or changed—without considering how the racial politics of crime affect police attitudes about guns. Drawing on local and national newspapers, interviews with close to eighty police chiefs, and a rare look at gun licensing processes, Carlson explores the ways police talk about guns, and how firearms are regulated in different parts of the country. Examining how organizations such as the National Rifle Association have influenced police perspectives, she describes a troubling paradox of guns today—while color-blind laws grant civilians unprecedented rights to own, carry, and use guns, people of color face an all-too-visible system of gun criminalization. This racialized framework—undergirding who is “a good guy with a gun” versus “a bad guy with a gun”—informs and justifies how police understand and pursue public safety. Policing the Second Amendment demonstrates that the terrain of gun politics must be reevaluated if there is to be any hope of mitigating further tragedies.
