Instead, it questions whether gainful employment is sufficient to earn a living both for oneself and for one s family members. There are, however, great differences between European countries. This book argues that the incidence and structure of the working poor cannot be understood without a thorough understanding of each country s institutional context. This includes the system of wage-setting, the level of decommodification provided by the social security system and the structure of families and households. Combining cross-country studies with in-depth analyses from a national perspective, the book reveals that in-work poverty in Europe is a diverse, multi-faceted phenomenon occurring in equally diverse institutional, economic and socio-demographic settings. Within the framework of the new European economic governance, neoliberal views on wages have further increased in prominence and have steered various reforms of collective bargaining rules and practices. As the crisis in Europe came to be largely interpreted as a crisis of competitiveness, wages were seen as the core adjustment variable for ‘internal devaluation’, the claim being that competitiveness could be restored through a reduction of labour costs. This book proposes an alternative view according to which wage developments need to be strengthened through a Europe-wide coordinated reconstruction of collective bargaining as a precondition for more sustainable and more inclusive growth in Europe. It contains major research findings from the CAWIE2 – Collectively Agreed Wages in Europe – project, conducted in 2014–2015 for the purpose of discussing and debating the currently dominant policy perspectives on collectively-bargained wage systems under the new European economic governance.

Throughout the region, statutory minimum wages had been in place at least since the early 1990s, but they were typically set at relatively moderate levels and affected relatively few workers. Minimum wages have risen sharply relative to both average wages and labor productivity. Minimum wages often affect relatively more workers in CESEE than in Western Europe. Governments are the key players in the minimum wage determination in CESEE countries.
