This book captures the complexities of both development and environment, from the political economy point of view, to offer a broad economic and environmental history of post-independence India. It analyses the various components of constitutional provisions, policies, programmes and ecology protection measures during the post-independence period, that is, 1947–2020. The author also investigates India’s land and forest policies of the 21st century: Fair Compensation of Land Acquisition, Rehabilitation and Resettlement Act 2013 and the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006, which pose a great threat to ecology and the environment. The volume argues how, on one hand, the development agenda has undermined the environmental components for the first three decades of independence and, on the other hand, how the popular vote bank politics further has aggravated the issues related to environment in India. This book highlights methodological approaches for the economics of sustainable development and brings together recent empirical work done in India, especially by Dr. Surender Kumar and Dr. Shunsuke Managi. Various chapters in this book use Indian data to show the very wide applicability of methodologies in the theory of production for dealing with many empirical issues of environmentally sustainable development in a developing country. I congratulate the authors for the time and effort devoted to compiling this very useful reference on the subject and the publishers for publishing this volume. The methodologies of cost functions, distance functions, and production fu- tions have been used in many recent studies and in the studies reported in this book for environmental valuation. Environmental valuation is required for designing policy instruments like pollution taxes for sustainable development and for meas- ing green GDP. The UN methodology of integrated environmental and economic accounting provides ways of measuring the cost of maintaining environmental resources at sustainable levels or the maintenance cost for estimating green GDP. Some of the chapters in this book show that the methodology of distance functions could be used for estimating the cost of environmentally sustainable development.

This book examines the nuances of the relationship between development and environmental conservation policy in India over the last three decades. While India is taken as the focal point, the study extends to an analysis of global aspects and other developing countries as and when the situation demands. Understanding that development always has to take environmental issues into consideration, the book undertakes critical reviews of the different ways in which this has been done. The review is based on a grasp of the simultaneous developments in the theoretical understanding of the environment and ecosystems and provides pointers towards directions for possible change. The motivation for the book lies in the continuing distance between theoretical knowledge of the role of the environment, in particular the underlying long-term links between human wellbeing and wise use of nature, and its application in public policy. The book also proposes that whichever theoretical cornerstone is taken as the starting point, it is the ethical undertones that drive the analysis in directions that acquire meaning in terms of the quality and legitimacy of decision-making. It explores the relevance to policy of a variety of radical conceptual development and policy directions, such as dematerialising growth, the social metabolism approach and the degrowth movement. Further, the dilemma facing environmental policy continues to be how to simultaneously borrow from developments in and across disciplines while at the same time, and at a more practical level, dealing with a diversity of stakeholders.
