In the early 1990s, when organizations representing the 2.6 million U.S. nationals living abroad appealed to Congress for their own non-voting representative, the response of one Senator was to dismiss these "moans of the mink-swathed Americans abroad." However, the image of a life of luxury abroad is usually a harsher reality complicated by income taxes, military duty, and legal jurisdiction. What exactly is the obligation of a state toward citizens who live outside its borders? Bargaining with the State from Afar traces the relationship between the United States federal government and sojourning Americans living in the colonial enclaves of pre-World War II China. This group of Americans was not subject to Chinese law, but rather to an amalgam of laws borrowed from the District of Columbia and other territorial codes, as well as to local ordinances enacted by foreigners themselves. Scully explores U.S. government efforts to police this anomalous zone in the American policy and places the struggle between federal officials and sojourning U.S. nationals in the larger context of changing international law and modern citizenship regimes. She argues that the American experience with extraterritorial justice in China offers an important new vantage point from which to examine a singular area in the history of modern states. This case study of U.S. consular jurisdiction reveals the legal, political, and cultural process through which modern states have struggled to govern citizens outside their borders. Scully's examination of the U. S. Court for China is one of the first serious analysis of this anomalous institution.

Interpretations of the background to the Cuban diaspora – a political revolution and the subsequent radical transformation of the society and economy towards socialism – are politicised and highly contested. The Miami-based Cuban diaspora has had extraordinary success in putting its case high on the US political agenda and in capturing world media attention, but in the process the multiplicity of experiences within the diaspora has been overshadowed. This book gives voice to diasporic Cubans living in Spain, the former colonial ruler of Cuba. By focusing on their lived experiences of displacement, the book brings to light imaginative, narrative re-creations of the nation from afar. Drawing on extensive ethnographic fieldwork, the book argues that the Cuban diaspora in Spain consists of three diasporic generations, generated through distinct migratory experiences. This constitutes an important step forward in understanding the dynamics of memory-making and social differentiation within diasporas, and in appreciating why people within the same diaspora engage in different modes of transnational practices and homeland relations.

This timely book examines far-right politics in Hungary--but its relevance points much beyond Hungary. With its two main players, the radical right Jobbik and populist right Fidesz, it is at the same time an Eastern European, European, and global phenomenon. Jobbik and Fidesz, political parties with a populist, nativist, authoritarian approach, Eastern and pro-Russian orientation, and strong anti-Western stance, are on the one hand products of the problematic transformation period that is typical for post-communist countries. But they are products of a "populist zeitgeist" in the West as well, with declining trust in representative democratic and supranational institutions, politicians, experts, and the mainstream media. The rise of politicians such as Nigel Farage in the U.K., Marine Le Pen in France, Norbert Hofer in Austria, and, most notably, Donald Trump in the U.S. are clear indications of this trend. In this book, the story of Jobbik (and Fidesz), contemporary players of the Hungarian radical right scene, are not treated as separate case studies, but as representatives of broader international political trends. Far-right parties such as Jobbik (and increasingly Fidesz) are not pathologic and extraordinary, but exaggerated, seemingly pathological manifestations of normal, mainstream politics. The radical right is not the opposite and denial of the mainstream, but the sharp caricature of the changing national, and often international mainstream.
