As these articles are here reproduced from the original plates, this fact will sufficiently explain what might otherwise be classed as too frequent repetition of certain fundamental truths, such as the statement that it is illogical to make value which results from the earnings and therefore, too, from the rates, the basis of the calcu lation when rates are to be fixed. That some of the ideas here presented may prove helpful to those who are engaged in determining fair rates for the output of public utilities or in prescribing methods of pro cedure when rates are to be fixed, and that, the war having ended, this little volume may assist in the solution of some of the economic problems which will arise in the readjustment of affairs to peace condi tions, is the hope of the author.
