"The Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA) requires NOAA's National Marine Fisheries Service (NMFS) and the Gulf Council to prevent overfishing, and achieve, on a continuing basis, the optimum yield from federally managed fish stocks.
