In 1997 the U. S. Global Change Research Program (USGCRP) initiated the National Assessment of the Potential Consequences of Climate Variability and Change to provide greater depth of understanding about the significance of climate variability and change for the United States. In 2998, the USGCRP established the National Assessment Synthesis Team as a Federal advisory committee of experts drawn from governments, universities, industry, and nongovernmental organizations, and charged this group with preparing a national-level report that would summarized current understanding of the national-level implications of climate change and variability.
