The reader is referred for details and additional phases of each topic to the three-volume report of the Congress, containing the full statements of the eight commissions as finally edited, with the correctives due to the discussions of the Congress incorporated in the text. To Commission I on Survey and Occupation, whose Chairman was Mr. E. T.
