In 2012, the Office of Anticorruption and Integrity (OAI) responded to allegations of fraud and corruption; proactively reviewed projects of the Asian Development Bank (ADB); provided integrity due diligence support; and informed and empowered staff, civil society, and the private sector with tools to fight fraud and corruption. This publication highlights OAI's efforts in 2012 to ensure that ADB's development funds are used with regard to value for money for their intended purposes, and not usurped through fraudulent or corrupt practices.

The Inter-American Development Bank has therefore convened an independent group of experts composed by eight governance and anti-corruption scholars and practitioners to identify innovative and effective approaches to combat corruption in the region. Drawing on the members’ decades of experience, this report analyzes the key features of corruption in the region and proposes an ambitious agenda toward more systemic transformation. The report targets a series of measures aimed at strengthening the rule of law and public institutions, addressing state capture, and helping to meet citizens’ aspirations for sustainable and inclusive development. Hence, the report recommends a multi-layered approach that requires collective action by governments, the private sector, civil society, and international institutions to tackle the roots of corruption and capture through global, regional, and domestic initiatives.

With the financial support provided by the Bank, borrowers implement projects and programs, including the procurement of goods, works, and services necessary to carry out the project or program activities. The study begins by outlining the principal features of the Bank Group's sanctions process as it exists today (part two) and sketches some the key consideration underlying reform of the Bank's sanctions process (part three). It then describes how those considerations have influenced the historical evolution of the sanctions process (part four), with particular focus on the recent changes that the Bank has adopted to improve the efficiency, effectiveness, and procedural of that process (part five). Finally, it concludes by reflecting on some of the longer-term implications of the reform process to date (part six).
