In 1997 the Swedish Ministry for Foreign Affairs elaborated a ‘New Policy for Africa’. Its purpose was to co-ordinate the country’s cultural assistance, trade and development aid to African countries by giving these activities a frame of common goals and an ideological rationale, emphasising ‘partnership’ rather than ‘solidarity’ or ‘aid’. This paper analyses the metaphors and paradoxes of the rhetorical draping of the policy as presented in the main report and the speeches of various officials. Of particular concern is what image of moral and reciprocal relations the policy mediates.

Science and technology have long been considered key for development, problem solving and education in low-income countries, and Sweden has been at the forefront of efforts in this area, as one of the first countries to formalize research aid. This book analyses how the Swedish Agency for Research Cooperation with Developing Countries (Sarec) and the Swedish International Development Cooperation Agency (Sida) have worked to promote science in low-income countries. In doing so, the book tackles challenging questions around whose knowledges and capacities count, who sets the research agenda, how knowledge resources are distributed, and how complex donor–recipient relationships serve both to address and inflate these issues. Through a discursive analysis of policy material and interviews with former directors at Sarec and Sida as well as other key persons, the book traces how perceptions of the relationship between research and development have shifted over the last five decades. Pointing to why long-term collaboration is necessary in order to contribute significantly to capacity building, as well as highlighting more general tensions relating to the production of knowledge, Sweden’s Research Aid Policy: The Role of Science in Development will be a valuable resource for advanced students and researchers of foreign aid, development cooperation and the history of science and technology.

In the wake of 9/11 and the 'War on Terror', transnational Muslim NGOs have too often been perceived as illegitimate fronts for global militant networks such as al-Qaeda or as backers of national political parties and resistance groups in Palestine, Afghanistan and elsewhere. Yet clearly there is more to transnational Muslim NGOs. Most are legitimate providers of aid to the world's poor, although their assistance may sometimes differ substantially from that of secular NGOs in the West. Seeking to broaden our understanding of these organisations, Marie Juul Petersen explores how Muslim NGOs conceptualise their provision of aid and the role Islam plays in this. Her book not only offers insights into a new kind of NGO in the global field of aid provision; it also contributes more broadly to understanding 'public Islam' as something more and other than political Islam. Presenting a range of ethnographic studies, this book lays the groundwork for a new disciplinary agenda by critically examining novel technologies of self-government which have appeared in the wake of political and economic liberalization. Neoliberalism, Personhood, and Postsocialism explores the formation of subjectivities in newly marketized or marketizing societies across the former Eastern Bloc, documenting the rise of the neo-liberal discourse of the ’enterprising’ self in government policy, corporate management and education, as well as examining the shifts in forms of capital amongst marginal capitalists and entrepreneurs working in the grey zone between the formal and informal economies. A rich investigation of the tools of neo-liberal governance and the responses of entrepreneurs and families in changing societies, this book reveals the full complexity of the relationship between historically and socially embedded economic practices, and the increasing influence of libertarian political and economic thought on public policy, institutional reform, and civil society initiatives. It is through these processes that faith in foreign aid interventions as a solution to global issues is generated. The book also explores the relationship linking a state institution with its NGO partners, as well as international players such as the EU or OECD.
