Africa is a young population with opportunities for digital investments being taken by all stakeholders including in artificial intelligence markets. This implies that the African population is important in terms of future artificial intelligence interventions and how these artificial intelligence technologies can be implemented responsively. Policies that address these emerging artificial intelligence technologies are therefore crucial for Africa to govern artificial intelligence technology. We developed two main research questions 1). What is the status of policy and governance of artificial intelligence in the African continent within the context of responsible artificial intelligence? 2). To what extent does the existing policy ecosystem address the elements of responsible artificial intelligence in African strategies, especially when looking at the ethical artificial intelligence dimension? To answer these research questions, an exploratory approach was adopted in which 700 artificial intelligence policy initiatives from 60 countries were explored and extracted from the OECD artificial intelligence Policy Observatory database and a comparison was made with the ICT policy database that constituted 1189 documents categorised as Law documents (904), Analysis documents (77), and Case Law documents (148). The individual policies and initiatives were then analysed to establish the extent to which the policy and interventions speak to the spirit of responsible artificial intelligence. The findings show that there is a deficiency in policy and regulative interventions to address the challenge of responsible artificial intelligence in Africa. The study recommends that a more focused, granular, and systematic inventory of the few existing policies and strategic regulative initiatives be undertaken at the country level to provide more insights into how African countries have attempted to address the responsible artificial intelligence agenda. More funding for research and capacity building is equally important alongside creating an enabling environment for responsible Artificial Intelligence capacity building and development.

Given the existence of significant disparities in Africa related to gender, race, labour, and power, the book argues that the continent requires different AI solutions to its problems, ones that are not founded on technological determinism or exclusively on the adoption of Eurocentric or Western-centric worldviews. It embraces a decolonial approach to exploring and addressing issues such as AI’s diversity crisis, the absence of ethical policies around AI that are tailor-made for Africa, the ever-widening digital divide, and the ongoing practice of dismissing African knowledge systems in the contexts of AI research and education. Although the book suggests a number of humanistic strategies with the goal of ensuring that Africa does not appropriate AI in a manner that is skewed in favour of a privileged few, it does not support the notion that the continent should simply opt for a "one-size-fits-all" solution either. Rather, in light of Africa’s rich diversity, the book embraces the need for plurality within different regions’ AI ecosystems. The book advocates that Africa-inclusive AI policies incorporate a relational ethics of care which explicitly addresses how Africa’s unique landscape is entwined in an AI ecosystem.
