Until recently development has been perceived as an uncomplicated and unqualified human value. As the true cost of development in the 'third world' has become apparent, and the benefits difficult to discover, some have argued that the notion of development is itself fundamentally misconceived. Joanne Scott brings this debate into an unusual context - development within the highly 'developed' European Community. She explores the problems experienced by the Community in its attempts to 'develop' the 'lagging' regions, and considers the important role of law in shaping its policy. She examines both the meaning of development and the effects of different definitions. Her underlying thesis is that while development should clearly not be equated with economic growth, a broader and more human definition might promote beneficial change and contribute to the protection of environmental and social diversity within the Community. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level.
