This collection provides insights into international labor migration in the context of globalization through the lens of international law and national law of some Asian countries that are the home countries of migrant workers. The main focus of the volume is on challenges regarding international labor migration that some developing countries in Asia have been confronted with. It investigates and determines current situations in some Asian developing countries having the majority of overseas migrant workers. It also places some emphasis on national regulatory systems of policies and regulations regarding overseas labour migration from those countries. Millions of female migrants experience various forms of exploitative and unsafe conditions when migrating for employment and income generation, both in countries of origin and in destination countries. Vulnerabilities increased further due to the Covid-19 pandemic, causing income and job losses, entrapment in countries of destination without financial or social support and stigmatization upon return. One of the key migration routes travelled by millions of migrants is from South Asia to the Middle East. We examine this migration route for low-skilled female migrant workers highlighting the impacts of interventions along the migration pathway to determine the effectiveness of alternative mechanisms for reducing forced labour and trafficking. We draw lessons from the literature as well as from interviews with key informants in the field, including academics, development partners, NGO workers, and policymakers, to identify promising interventions that successfully reduce the vulnerability of women migrants. We find that, while Covid-19 has increased migrant vulnerability, it has also exposed the current system’s violations in facilitating trafficking and exacerbating poor working conditions.

The book contributes to current literature which thus far has sought to understand the causes and consequences of the decline in democracy around the world. Previous literature has focused primarily on advanced democracies, or alternatively, on large scale quantitative comparison. As such, this book helps fill a research gap with its focus on Southeast Asia, employing a comparative case study approach. Chapter authors are experts on Southeast Asia, a region that has experienced democratic recession and autocratization in a variety of ways, from rising populism to military coups.

This publication reviews the state of international migration out of Tajikistan and identifies the impact of COVID-19 on the movement of people and migrant workers, in particular. It also reviews international best practices and proposes appropriate predeparture programs, post-return services for Tajik migrants, and ways to address migrate worker issues related to the pandemic.
