Safety Glazing Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Safety Glazing Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 In this final rule, FRA is revising and clarifying existing regulations related to the use of glazing materials in the windows of locomotives, passenger cars, and cabooses. This final rule reduces paperwork and other economic burdens on the rail industry by removing a stenciling requirement for locomotives, passenger cars, and cabooses that are required to be equipped with glazing. This final rule also clarifies the application of the regulations to older equipment and to the end locations of all equipment to provide more certainty to the rail industry and more narrowly address FRA's safety concerns. In addition, this final rule clarifies the definition of passenger car, updates the rule by removing certain compliance dates that are no longer necessary, and, in response to comments on the proposed rule, modifies the application of the regulations to passenger cars and cabooses in a railroad's fleet that are used only for private transportation purposes and to older locomotives used in incidental freight service. This book contains: - The complete text of the Safety Glazing Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) - A table of contents with the page number of each section

Railroad Safety Appliance Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Railroad Safety Appliance Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is amending the regulations related to safety appliance arrangements on railroad equipment. The amendments will promote the safe placement and securement of safety appliances on modern rail equipment by establishing a process for the review and approval of existing industry standards. This process will permit railroad industry representatives to submit requests for the approval of existing industry standards relating to the safety appliance arrangements on newly constructed railroad cars, locomotives, tenders, or other rail vehicles in lieu of the specific provisions currently contained in part 231. It is anticipated that this special approval process will further railroad safety by allowing FRA to consider technological advancements and ergonomic design standards for new car construction and ensuring that modern rail equipment complies with the applicable statutory and safety-critical regulatory requirements related to safety appliances while also providing the flexibility to efficiently address safety appliance requirements on new designs in the future for railroad cars, locomotives, tenders, or other rail vehicles. System Safety Program (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the System Safety Program (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is issuing this final rule to mandate that commuter and intercity passenger railroads develop and implement a system safety program (SSP) to improve the safety of their operations. A SSP is a structured program with proactive processes and procedures, developed and implemented by commuter and intercity passenger railroads to identify and mitigate or eliminate hazards and the resulting risks on each railroad's system. A railroad has the flexibility to tailor a SSP to its specific operations. A SSP will be implemented after receiving approval by FRA of a submitted SSP plan. FRA will audit a railroad's compliance with its SSP. Conductor Certification (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Conductor Certification (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA proposes to prescribe regulations for certification of conductors, as required by the Rail Safety Improvement Act of 2008. The proposed rule would require railroads to have a formal program for certifying conductors. As part of that program, railroads would be required to have a formal process for training prospective conductors and determining that all persons are competent before permitting them to serve as a conductor. FRA is proposing this regulation to ensure that only those persons who meet minimum Federal safety standards serve as conductors, to reduce the rate and number of accidents and incidents, and to improve railroad safety. Although this NPRM does not propose any specific amendments to the regulation governing locomotive engineer certification, it does highlight areas in that regulation that may require conforming changes. In 1980, the Staggers Rail Act fostered substantial changes in the railroad industry. By 1995, fewer large freight railroads accounted for most of the industry's revenue and train miles. At the same time, these freight railroads substantially reduced their workforce and track networks. Congress and railroad labor have raised concerns that these changes in the industry could compromise safety. This report provides information on operational and safety trends in the railroad industry and describes how the Federal Railroad Admin. has responded to these trends by developing a new partnering approach for improving safety on the nation's rail lines.
