This book is a comparative study of terrorism and counterterrorism in Saudi Arabia and Indonesia. It explores the history and contemporary developments of terrorism, especially Islamist terrorism, in these two Sunni Muslim-majority countries. In doing so, it analyzes the strengths and weaknesses of governments’ policies, strategies, and models of counterterrorism, including terrorist rehabilitation and reintegration programs. In addition, the book also documents the opinions of Saudis and Indonesians to find societal voices on effective ways of combating violent extremism and discusses Saudi-Indonesian cooperation on counterterrorism, defense, and security issues. The book suggests that although particular Islamic texts, teachings, and discourses might influence radical behaviors and practices of some Muslim individuals and groupings, terrorism is beyond ideological, religious, and doctrinal issues. Therefore, multiple methods and strategies are needed to combat radicalism and create sustainable peace in society. The work will be is beneficial for both academic and non-academic communities, particularly students of conflict, violence, peacebuilding, and religious studies.

In an important social change, female Muslim political leaders in Java have enjoyed considerable success in direct local elections following the fall of Suharto in Indonesia. Indonesian Women and Local Politics shows that Islam, gender, and social networks have been decisive in their political victories. Islamic ideas concerning female leadership provide a strong religious foundation for their political campaigns. However, their approach to women's issues shows that female leaders do not necessarily adopt a woman's perspectives when formulating policies. This new trend of Muslim women in politics will continue to shape the growth and direction of democratization in local politics in post-Suharto Indonesia and will color future discourse on gender, politics, and Islam in contemporary Southeast Asia.

Challenging the Secular State examines Muslim efforts to incorporate shari’a (religious law) into modern Indonesia’s legal system from the time of independence in 1945 to the present. The author argues that attempts to formally implement shari’a in Indonesia, the world’s most populous Muslim state, have always been marked by tensions between the political aspirations of proponents and opponents of shari’a and by resistance from the national government. As a result, although pro-shari’a movements have made significant progress in recent years, shari’a remains tightly confined within Indonesia’s secular legal system. The author first places developments in Indonesia within a broad historical and geographic context, offering a provocative analysis of the Ottoman empire’s millet system and thoughtful comparisons of different approaches to pro-shari’a movements in other Muslim countries (Saudi Arabia, Iran, Pakistan). He then describes early aspirations for the formal implementation of shari’a in Indonesia in the context of modern understandings of religious law as conflicting with the idea of the nation-state. Later chapters explore the efforts of Islamic parties in Indonesia to include shari’a in national law. Salim offers a detailed analysis of debates over the constitution and possible amendments to it concerning the obligation of Indonesian Muslims to follow Islamic law. A study of the Zakat Law illustrates the complicated relationship between the religious duties of Muslim citizens and the nonreligious character of the modern nation-state. Chapters look at how Islamization has deepened with the enactment of the Zakat Law and demonstrate the incongruities that have emerged from its implementation. The efforts of local Muslims to apply shari’a in particular regions are also discussed. Attempts at the Islamization of laws in Aceh are especially significant because it is the only province in Indonesia that has been allowed to move toward a shari’a-based system. Topics covered in the volume includes gender, education, mass movements, refugees, religion, identity, migration policy, culture, diplomacy, remittances, climate, water, environment and pretty much everything about migration.
