This is the eighth volume on the People's Liberation Army (PLA) to be published by the Strategic Studies Institute. It is the product of a conference held at Carlisle Barracks, Pennsylvania, from September 23-25, 2005, to examine the PLA and the global security environment in which it operates. This gathering was the 18th in a series of annual conferences on China's PLA. I have been privileged to be involved with and/or attend most of these gatherings over the years. At the 2005 conference, I was honored to deliver the keynote address in which I offered some of my insights and observations about China derived from a lifetime of living in or working on the Middle Kingdom. More than 50 experts on China participating in this conference provided critical comments and guidance on the initial drafts of the chapters included in this volume.

While there is abundant literature discussing non-traditional security issues, there is little mention of such issues existing in the South China Sea. This area is vulnerable to natural hazards and marine environmental degradation. The marine ecosystem is threatened by various adverse sources including land-based pollution, busy shipping lanes, and over-exploitation activities which threaten the security of the surrounding population. This area is also threatened by piracy and maritime crimes but law enforcement becomes difficult due to unclear maritime boundaries. This volume is designed to explore the security cooperation and regional approaches to these non-traditional security issues in the hope to build a peaceful environment and maintain international and regional security and order in the South China Sea region.

In this monograph, the author argues that China?s pursuit of longterm strategic objectives is leading the country to increase its presence in Latin America, with serious national security implications for the United States. China has begun to aggressively court Latin America as its principal source of supply outside Asia. The pattern of Chinese investment in countries such as Argentina, Brazil, and Chile suggests that the Asian giant is seeking to assure access to critical commodities by constructing vertically integrated supply networks over which it has leverage. China is purchasing interest in key Latin American suppliers such as the Canadian minerals firm Noranda, or the Argentine oil subsidiary PlusPetrol Norte. It is also building cooperative relationships with supplier governments such as the joint oil exploration and refinery construction deals signed with Venezuela and Brazil in 2004. Where necessary, China is also investing in the infrastructure of Latin American countries to help them more effectively bring their products to market.

This study offers over 600 selected quotations from the writings of over 200 Chinese authors published from 1994 to 1999. Analysis and interpretation are kept to a minimum so that the Chinese may speak for themselves. Many Chinese scholars assisted with this study by providing hard-to-get books and articles unfamiliar to most Westerners. Half the authors were interviewed in China. They explained some of the viewpoints in recent debates about the future security environment. Debates in China are generally concealed, and frequently authors pretend they do not exist. However muted they may be, China's debates about the future nevertheless exist and merit attention if we are to understand the premises of China's national strategy and set a baseline from which to measure any future change in these premises.
