The Spotted Owl Management Plan was developed with the goal of achieving a reasonable level of probability that owl populations will stabilize and possibly improve over the long term without significant impacts on timber supply and forestry employment. The plan relies on a total land area of about 363,000 hectares of protected areas and special resource management zones (SRMZs) in the Chilliwack and Squamish forest districts of British Columbia. The plan is supported by two components: a strategic component that describes the objectives and policies for spotted owl management and an operational guidelines component, the subject of this report. The latter component interprets the strategic plan component objectives and provides specific guidelines to achieve those objectives at the landscape and stand level within SRMZs. The report provides direction to resource managers for establishing long-term resource management plans for each SRMZ, silviculture guidelines for accelerating the development of owl habitat, and timber harvesting guidelines for maintenance or enhancement of suitable owl habitat within the SRMZs.
