The adoption of Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security (Right to Food Guidelines) in 2004 and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) in 2014 were two major achievements in the effort to ensure food security and nutrition. This handbook has been developed to support the joint implementation of the SSF Guidelines and the Right to Food Guidelines through an integrated approach and to increase policy coherence and uptake. The document provides an overview of the contents of these voluntary guidelines and identifies potential synergies. It also explains the human rights-based approach and discusses some crucial areas, with special attention to the specific roles and responsibilities of key actors. This document is primarily directed at those involved in the integration of the SSF Guidelines and the Right to Food Guidelines into national policies and development programmes targeting the small-scale fisheries sector in the context of food security and nutrition. This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. This publication describes a small international initiative to examine how local communities can undertake the above tasks of democratization with specific reference to the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication. Communities may have been active participants in proposing inputs which were aggregated and shared in the formulation of the guidelines, yet their role in monitoring and evaluating the implementation of the adopted texts is peripheral. At best, they watch implementation undertaken in their name, but as passive observers. A radical change is needed in order to mainstream community participation into the implementation and monitoring of guidelines of the type described above. There is a need to “take back voluntary guidelines to the community”; demystify their contents; assess with the community what indicators will be utilized to evaluate the progress of implementation; and think through with them the nature of tools to be used for this purpose. Basically, the call is for a democratization of the implementation and monitoring of voluntary guidelines, making them by, for and of the community.

The management of natural resources is directly related to livelihoods for local communities, but is also intimately linked to broader national and regional economic development, as well as to political stability, peace and security. Natural resources and their effective management are necessary for securing the realisation of human rights. Book excerpt: The management of natural resources is directly related to livelihoods for local communities, but is also intimately linked to broader national and regional economic development, as well as to political stability, peace and security. Natural resources and their effective management are necessary for securing the realisation of human rights. While there is some analysis regarding the emergence of specific relevant areas of human rights, such as the right to water, the right to food, or public participation, there is no systematic and comprehensive study on the potential role that human rights law can play in the management of natural resources. This book provides an in-depth analysis of these developments and how these could contribute to a more comprehensive human rights-based approach to the management of natural resources. In doing so, the author proposes a systematic analysis of the different norms, procedures, and approaches developed under human rights law which are relevant to the management of natural resources. As such, the text offers a human rights-based approach to the development of a legal framework for natural resource management, an area which is currently dominated by investment law and treaties concerning the use and exploitation of natural resources by States and private actors.
