A new social accounting matrix (SAM) for the Indian economy is presented in this book. It addresses the need for an up-to-date and detailed SAM for India which classifies household incomes by sources of income from different occupations. It distinguishes 60 sectors of production and six categories of occupational households separately for rural and urban areas.

The purpose of this document is to provide Social Accounting Matrix (SAM) database for Indian Economy for the year 2017-18. This SAM accounts 112 sectors of Indian economy of which 39 sectors are accounted for agriculture and allied activities, 18 sectors are related to agriculture based processing activities, 4 mining sectors, 24 manufacturing sectors other than agro-processing, 3 sectors related to utilities, 1 construction sector and 23 service sectors including transport and trade. The primary factor input has been classified into 8 types of labor, 4 types of capital and one category of land. The categorization of labor is based on the level of education of the workers and geographical location i.e. rural and urban. The 4 types of capital are; crop, live animal, mining and other financial capital. This SAM distinguishes households into three broad categories like, rural farm households, rural non-farm households and urban households. Households are further disaggregated into per capita expenditure quintiles. Therefore, this database is useful for the scholars and policy makers who are interested to work on macroeconomic policy analysis for Indian economy.

The main objective of this paper is to contribute to India's macroeconomic database of Input- Output Tables (IOTs) and Social Accounting Matrices (SAMs). The Central Statistics Office (CSO) of the Government of India has been regularly publishing IOTs since the 1960s. The latest table was published in 2012 for the reference year 2007-08. Although a Supply and Use Table (SUT) is available for 2012-13, a corresponding IOT has not been presented thus far. Given the significance of these databases in understanding complex inter-relationships within economies, it is imperative that they are regularly made available to practitioners in the field. Therefore, to maintain continuity, this paper proposes to transform the SUTs into a symmetric I-O flow matrix. A 140 x 140 commodity matrix will comprise a uniquely detailed database, useful to practitioners and policy makers alike. We also propose to compile satellite accounts based on the new I-O table. Since the government has not published such matrices for several years, we develop a methodology to undertake their construction. In addition, this study seeks to enrich India's anthology of SAMs by constructing a dis-aggregated matrix of 140 sectors for the Indian economy. Such an extensive database can be used for I-O, SAM and computable general equilibrium (CGE) modelling of energy, employment and climate policies for India.

This paper describes concept and construction of environmentally Extended Social Accounting Matrix (ESAM) for India for 2006-07. In our ESAM, there are 35 sectors, 9 household occupational categories. The ESAM shows inter relationship between the economic activities as well as their impact on GHG emissions and depletion of natural resources. The ESAM multiplier helps us to analyse direct and indirect-induced impact of growth in sectoral output on GHG emission. Sometimes researchers rely on the direct relationship between the economic activity and GHG emissions but their indirect and induced impact must be incorporated to see economy wide impact on GHG emission. In case of paddy the direct effect on GHG emission (6tons/rupees lakh of output) is substantially lower than their indirect and induced effect (32 tons/rupees lakh of output). Also this study shows that growth in service sector in India will not cause significant total impact on GHG emission.

This technical paper, presents the complete technical specification of the current version of the RE-GEM (Regional and Environmental General Equilibrium Model) for India. The document lists all the key structural and behavioural equations, providing a justification for the chosen model specification. In addition, a complete description is provided of the estimation methods and the sources of the Indian data used in the model; an aggregated version of the Indian regional Social Accounting Matrix we constructed is appended to this document. The object is to inform in the most detailed way possible researchers interested in building on the OECD's modeling effort, and to provide a useful tool for informing the debate on the economics of environmental policy in developing countries.

This training guide introduces development practitioners, policy analysts, and students to social accounting matrices (SAMs) and their use in policy analysis. There are already a number of books that explain the System of National Accounts and SAM multipliers-some of these are recommended at the end of this training guide. However, most books tend to be quite technical and move quickly from an introduction to more complex applications. By contrast, this guidebook uses a series of hands-on exercises to gradually introduce SAMs and multiplier analysis. It therefore complements more theoretical SAM and multiplier literature and provides a first step for development practitioners and students wishing to understand the strengths and limitations of these economic tools. It is also useful for policy analysts and researchers embarking on more complex SAM-based methodologies. One such methodology is computable general equilibrium (CGE) modeling, for which IFPRI has also developed a series of introductory exercises and a standard modeling framework. To download the exercises, go to www.ifpri.org/publication/social-accounting-matrices-and-multiplier-analysis
