Shows that between 1999, when the international financial institutions introduced Poverty Reduction Strategies (PRSs), and 2010, 70 developing countries initiated PRSs as frameworks within which to set priorities for national planning. Notes that for the International Labour Organisation (ILO), the principle of social dialogue was fundamental to national ownership of the PRSs. Focuses on the engagement of workers and employers in the formulation, implementation and monitoring of PRSs. Based on a survey undertaken in 38 countries where PRSs have been implemented and an in-depth analysis of social partner's involvement in five countries in Africa where PRSs prevail (Burkina Faso, Ghana, Senegal, Tanzania and Uganda), undertakes an assessment of social partner's engagement in PRSs. Identifies both the particular successes of social partner's engagement in PRS processes and the obstacles that have constrained such engagement, including factors both external and internal to the constituents (for example, their respective priorities and capacities or skill sets). Analyses the social partner's expectations of the PRS process; discusses their experiences in the participatory process underpinning the drafting, implementation and monitoring of PRSs; and examines the content of PRSs, identifying the extent of successful influence by social partners and how this changed over time.
