Excerpt from Studies of Roman Imperialism The aim of this book is to preserve the fragment of Roman history of the early imperial period which W. T. Arnold left behind him. The original scheme of the work, and the great change which it afterwards underwent have been described on pp. Xxxvi. - xxxvii. Of his sister's memoir. It is enough to record here that what is now published represents but a small proportion of what Arnold intended to write. The fragment has been edited by Mr. Edward Fiddes, who is responsible for the introduction to the history, the notes in square brackets, the appendices, and the bibliography. His share in all these is more fully in dicated by him on pages 1 - 7. The memoir of Arnold is written by his sister Mrs. Humphry Ward, and by Mr. O. E. Montague, for many years his colleague on the stafi of the Manchester Guardian. Mrs. Ward has written the portions which deal with her brother's early life and last years. Mr. Montague has contributed the account of Arnold's Manchester life and of his activity as a journalist. Excerpt from Roman Imperialism Obviously the student of Rome's growth must not rest con tent with generalizations that have come into vogue in a later day. He must treat each instance of expansion as an individual problem and attempt to estimate all the contributing factors. He must also give a just evaluation of the opposing factors, which have so often been overlooked. Livy naturally did not devote as much space to telling of the falterings and the retreats as to the glories of the onward charge, but, though less pictur esque, they are equally important to history. An adequate analysis must reveal the halting places as well as the victorious advances, it must lay due emphasis upon the Checks imposed by the fetial rules, the hesitation of the senate before taking the inviting step into southern Italy and Sicily, the refusal of the people to grow enthusiastic over the foreign policy of the Scipios, the hauling down of the flag in Illyricum, Mace donia, Africa, Syria, and Germany. It will bring to light the fact that Rome's growth is far from being comprehended in a single formula of modern invention, and it will explain the apparent paradox that Rome became mistress of the whole world while adhering with a fair degree of fidelity to a sacred rule which forbade wars of aggression. Excerpt from Roman Imperialism: And Other Lectures and Essays That the revolution was a triumph, not of liber aliam, but of military organization, will become still clearer if we now proceed to examine the new insti tutions which it introduced. Had Cesar lived longer, he would no doubt have stamped a liberal character upon his work. Though he was no champion of the provinces, and though he owed his elevation imme' diately to the army, and only remotely to the democ racy, yet his disposition was liberal, and his states manship bold, original, and magnanimous. He might therefore have developed at once and forced into ripeness those germs of good in the new system which, as it was, ripened but slowly. He might have taken away fi'om Italy that unjust precedence in the Empire which she retained for three more centuries, and raised the provinces to citizenship and participation in the honors of the state. This he might have done, but had he done it he would have accomplished another revolution. That the Empire at that time did not require such changes, even if it would have borne them, is plain from the fact that his successor Augustus was able to found a secure and durable im perial system, was able, in fact, to conduct the movement which his uncle had begun to. Excerpt from The Common People of Ancient Rome, Studies of Roman Life and Literature This book, like the volume on Society and Politics in Ancient Rome, deals with the life of the common people, with their language and literature, their occupations and amuse ments, and with their social, political, and eco nomic conditions. We are interested in the common people of Rome because they made the Roman Empire what it was. They car ried the Roman standards to the Euphrates and the Atlantic; they lived abroad as traders, farmers, and soldiers to hold and Romanize the provinces, or they stayed at home, work ing as carpenters, masons, or bakers, to supply the daily needs of the capital. Excerpt from The Ancient Roman Empire and the British Empire in India: The Diffusion of Roman and English Law Throughout the World; Two Historical Studies These two Essays appeared, along with a number of others bearing upon cognate historical and legal topics, in two volumes entitled Studies in History and Juris prudence which I published some years ago. As it is now thought that they may have an interest for some readers, and especially for students of Indian history, who may not care to procure those volumes, they are now issued separately. Both Essays have been revised throughout and brought up to date by the insertion of the figures of the latest census of India and by references to recent legislation. They do not, however, touch upon any questions of cur rent Indian or English politics, for a discussion of these must needs involve matter of a controversial nature and might distract the reader's attention from those broad conclusions upon which historical students and impartial observers of India as it stands to-day are pretty gener ally agreed. It is a pleasure to me to acknowledge and express my gratitude for the help which I have received in the work of revision from one of my oldest and most valued friends, Sir Courtenay Ilbert, formerly Legal Member of the Viceroy's Council in India and now Clerk of the House of Commons. Excerpt from Studies in the History and Art of the Eastern Provinces of the Roman Empire This collection of papers was planned less than a year ago; and the writers have been occupied in other engrossing and inevitable work, which alone might seem to require their undivided attention. The leisure which could be given to this book was scanty, and in July it seemed hardly possible to get it ready in time. Only by the hearty co-operation of the Aberdeen University Press, and by the lavish use of the right of correction of the proof-sheets, has it been possible to complete for the Quatercentenary this specimen of the work of our students. Nine writers began: seven only have finished. A. Souter, M.A., 1893, much time to a collection of the Christian Inscriptions of Lycaonia (which would have been the longest paper in the volume); but in June he had to go abroad for three months to collate Mss. of Pelagius. By prefixing and appending some English, Latin and Greek verses, I have been able to add W. Blair Anderson, M.A., 1898, as an eighth: his omission from the seven was due to the loss of a letter.
