Great power competition has returned after a generation of absence, and the U.S. military edge over prospective opponents is eroding. Whereas the United States previously could overwhelm adversaries with sheer force, if necessary, it now needs every advantage it can get. This study analyzes how the United States might inflict surprise on its adversaries to gain a strategic advantage. Surprise is one aspect of a broader discussion in the national security literature on innovative operational concepts, which may serve as force multipliers to enable the United States to get more out of existing capabilities. A follow up to CSIS’s highly successful 2018 study Coping with Surprise in Great Power Conflicts, this report highlights several components of a successful surprise, including exploiting adversary vulnerabilities, using intelligence and technology, employing secrecy and deception, and doing the unexpected. The report also contains over a dozen vignettes illustrating potential future surprises.

Among emotions, surprise has been extensively studied in psychology. In linguistics, surprise, like other emotions, has mainly been studied through the syntactic patterns involving surprise lexemes. However, little has been done so far to correlate the reaction of surprise investigated in psychological approaches and the effects of surprise on language. This cross-disciplinary volume aims to bridge the gap between emotion, cognition and language by bringing together nine contributions on surprise from different backgrounds – psychology, human-agent interaction, linguistics. Using different methods at different levels of analysis, all contributors concur in defining surprise as a cognitive operation and as a component of emotion rather than as a pure emotion. At its beginning Christianity was surprising, powerful, creative, world-shaking. Today in the West it is many times familiar, common, and expected, losing its power to surprise and transform. We have developed societal amnesia and ignorance of what Christianity originally was – and what it still can be. We need to recover the surprise of Christianity. We need to ask the same fundamental questions as the early Christians, which will help us rediscover the surprising power of Christianity in our midst. Focusing on the surprise of the gospel message takes us into the heart of what it is to understand Christianity at all, and thus what it is to remember and relearn the life-giving power and witness that went with being Christian at the beginning. This remembering and relearning can, in turn, surprise us all over again and chart a course for our witness today.
