The provision of support for troops in Iraq and Afghanistan is made more difficult because they operate in remote locations and harsh conditions. Despite the challenging operational environments, the Ministry of Defence (MOD) has successfully delivered around 300,000 personnel and 90,000 tonnes of freight to Iraq and Afghanistan over the last two years. However, it has not consistently met its targets for delivering supplies in a timely fashion. The MOD is taking measures to improve the effectiveness of its supply chain; and the amount of time a unit waits for items to be delivered has reduced by half in Afghanistan and a third in Iraq. 4.2 billion has been approved to upgrade or buy new equipment to meet urgent requirements in the two theatres. The NAO found that the availability of this equipment has generally met or exceeded targets, though there have been spares shortages with some fleets particularly when the vehicle is used for a different purpose than intended. The availability and serviceability of helicopters has exceeded MOD targets, although prioritisation of spare parts for operations has led to reduced availability in the UK. There are also shortages of equipment for Service personnel in the UK to train with, prior to deployment overseas. Accommodation, medical and welfare services to Service personnel on operations are generally satisfactory although provision at the smaller patrol bases is more basic. The helicopter borne Medical Emergency Response Teams provide quick, life-saving medical support to casualties and evacuate them speedily to hospital.

The purpose of this study is to determine what actions can be taken by American military forces to set conditions for conducting effective Military Information Support Operations (MISO) campaigns in counterinsurgency (COIN) conflicts. To find these actions, hypotheses built upon tenets found in American military Psychological Operations (PSYOP) doctrine were compared to empirical observations of PSYOP conducted in three COIN case studies from the 1950s and 1960s. Because COIN literature is ripe with assertions, such as Dr. Kalev I. Sepp’s, that “effective, pervasive psychological operations (PSYOP) campaigns” are inherent in successful COIN operations, it is ironic that few works discuss specific recommendations regarding the design and conduct of such campaigns. This study begins filling this literature gap by showing that MISO relationship to other operations holds greater significance in effective MISO campaign design than internal details such as the level of centralization. This finding supports contemporary calls for a more unified group of inform and influence practitioners within the United States military, as well as calls for the United States government to draft a National Information Strategy to better leverage this important element of national power.

"The United States Air Force materiel sustainment system (MSS) is continually caught between two countervailing pressures: demands for increased efficiency and lower costs on one side versus demands for increasingly effective support to combat operations and peacetime training on the other. Furthermore, the demands on the MSS are unpredictable and change rapidly. The authors contend that implementation of a common operating picture (COP) would make the Air Force MSS both more efficient and more flexible and responsive to changing needs. They describe such a COP, developed around four principles: effects-based measures, which enable the creation of diagnostic measures to monitor system performance; schwerpunkt, a German concept that emphasizes the importance of a shared frame of reference for accomplishing organizational objectives; decision-rights theory, which provides a framework for decentralizing decisionmaking; and a nonmarket economic framework in which Air Force Headquarters and the Global Logistics Supply Center would mediate between the supply and demand sides of the MSS. The authors discuss how this COP might be applied to depot-level reparable component sustainment, using that specific example to illustrate how the COP could improve the overall MSS." -- publisher's website.

These conference proceedings include a collection of articles presented at the RailExchange conference in October 2017 at Newcastle University, UK. They will be useful for researchers in developing countries looking for opportunities of knowledge exchange. The RailExchange project aimed to develop sustainable railway education in Thailand, via international partnerships and industry collaborations based around stakeholders' expertise and experiences. It involved staff exchange (academics and researchers) between Mahidol and Newcastle University for joint research and curriculum development and also organizing railway conferences and workshops in both Thailand and the UK. The papers published here focus on rail-related issues and present a perspective of a widely understood 'exchange' in academia and industry environments. 'Exchange' is perceived as rail knowledge exchange between partners, rail staff exchange between academia and/or industry, research exchange between teams, student-lecturer knowledge exchange, academia-industry collaboration, etc. In addition, more general rail-related papers are also included.
