This open access book is about understanding the processes involved in the transformation of smallholder rice farming in the Lower Mekong Basin from a low-yielding subsistence activity to one producing the surpluses needed for national self-sufficiency and a high-value export industry. For centuries, farmers in the Basin have regarded rice as “white gold”, reflecting its centrality to their food security and well-being. In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. The final section examines the implications for rice policy in the region as a whole.

Within Thai society, rice is not only a staple food crop but also a symbolic representation of embedded culture. Recently, there has been an intensified push for genetically modified (GM) rice varieties, fertilizers, chemical pesticides and the rise of transnational biotechnology corporations that control them. Methods of rice production imposed by global agribusiness have led to environmental degradation, extreme debt, family separation, dismantled communities, and loss of cultural rituals. Many Thai farmers have committed to GM rice and continue to deal with these consequences, while others have left farming altogether. However, a large number of farmers have taken a third option and are developing grassroots organizations that focus on self-sustainable agriculture through use of community cooperatives, independent rice mills, and chemical free crops. I argue that successful alternatives have been those that build on existing local cultural understandings while also tying themselves to a wider global network of alternative producers.

The scope of the book is conceived as a detailed documentation of the implementation, dissemination, and impact of the CORIGAP project in Sri Lanka, Myanmar, Thailand, China, Vietnam, and Indonesia, with spill-over to Cambodia and the Philippines. It pulls together actionable research findings with the experience of bringing these findings into use. The aim of the book is to provide a wide array of pathways to impact for sustainable rice production in lowland irrigated rice-based agricultural systems. The book is written by local actors of the rice value chain, researchers, and engineers working on a range of best management practices, climate-smart rice production innovations, knowledge translation, and dissemination, as well as decision-making and policy aspects. It is envisioned that the contents of the book can be translated into messages that can help farmers, extension workers, policymakers, and funders of agricultural development, decide on implementing best management practices and climate-smart technologies in their agroecological systems by presenting the technological/practical options along the rice value chain and the partnerships and business models required for their implementation.
