Technology segregation is an ongoing practice within early childhood programs in the United States. This research, which includes two qualitative studies in the Northeast, reveals that school segregation and technology segregation are one in the same. Utilizing critical race theory, as the theoretical framework, this research finds that young Black children are denied technological access directly affecting their learning trajectories. PTO fundraising and other monetary donations to public schools vary by district and neighborhood and are based on segregation. Therefore, structural racism flourishes within these early childhood programs as black students are excluded from another important content area and practice. This book defines the problem of technology segregation in terms of policy, racial hierarchies, funding, residential segregation, and the digital divide. It challenges the racist framework and reveals disruptions (strategies) to counter this deficit discourse based on white supremacy.

Racially and economically segregated schools across the United States have hosted many interventions from commercial digital education technology (edtech) companies who promise their products will rectify the failures of public education. Edtech's benefits are not only trumpeted by industry promoters and evangelists but also vigorously pursued by experts, educators, students, and teachers. Why, then, has edtech yet to make good on its promises? In Access Is Capture, Roderic N. Crooks investigates how edtech functions in Los Angeles public schools that exclusively serve Latinx and Black communities. These so-called urban schools are sites of intense, ongoing technological transformation, where the tantalizing possibilities of access to computing meet the realities of structural inequality. Crooks shows how data-intensive edtech delivers value to privileged individuals and commercial organizations but never to the communities that hope to share in the benefits. According to the stereotype, late-nineteenth and early-twentieth-century inventors, quintessential loners and supposed geniuses, worked in splendid isolation and then unveiled their discoveries to a marveling world. Most successful inventors of this era, however, developed their ideas within the framework of industrial organizations that supported them and their experiments. For African American inventors, negotiating these racially stratified professional environments meant not only working on innovative designs but also breaking barriers. In this pathbreaking study, Rayvon Fouché examines the life and work of three African Americans: Granville Woods (1856–1910), an independent inventor; Lewis Latimer (1848–1928), a corporate engineer with General Electric; and Shelby Davidson (1868–1930), who worked in the U.S. Treasury Department. Detailing the difficulties and human frailties that make their achievements all the more impressive, Fouché explains how each man used invention for financial gain, as a claim on entering adversarial environments, and as a means to technical stature in a Jim Crow institutional setting.
