This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that after a prolonged decline hunger appears to be on the rise. In sub-Saharan Africa there were about 224 million undernourished people in sub-Saharan Africa in 2016, up from 200 million in 2015. In many countries, the worsening situation in 2015 and 2016 can be attributed to adverse climatic conditions, often linked to the El Niño phenomenon, resulting in poor harvests and the loss of livestock. Conflict, sometimes in combination with drought or floods, also contributed to severe food insecurity in several countries. Lower commodity prices and a difficult global economic environment have furthermore contributed to the worsening food security situation. The worrying trend in undernourishment is not yet reflected in the series of indicators referring to nutritional outcomes in the region, with the prevalence of stunting and wasting for children under the age of five continuing to decline gradually. However, progress towards the World Health Assembly global nutrition targets has been generally poor. While a relatively large proportion of countries are on track to meeting the target for overweight in children, the rates for adult obesity are soaring in all regions and are especially high in Southern Africa. The report also finds that across the board, countries have developed and are developing policy frameworks and investment plans that are aligned, or efforts are being made to align them, with the goals of the Malabo Declaration and SDG 2. Through CAADP, policy processes are coherent, and this initiative has raised the profile of agriculture and heavily influenced agricultural policy at regional and national levels. However, the worrying trends in undernourishment underline the need for even greater efforts to achieve the SDG 2 by 2030. The thematic part of the report focuses on the food security and nutrition–conflict nexus. Conflict is not only an increasingly important cause of food insecurity and malnutrition but food insecurity and malnutrition can also become conflict multipliers. Addressing the causes of conflicts and supporting food security and livelihoods can help build resilience to conflict and contribute to sustaining peace.

Climate change has a major impact on food security in Nepal. Almost all women farmers in the country depend upon agriculture as a major source of income to enhance their food security. There has thus far been no systematic study about the impact of climate change on food security of women farmers. Therefore to fill this lacuna, the present study was conducted in five Village Development Committees with 150 households of Udayapur district in Nepal. The present research aims to study the perception of farmers about climate change, the impact of climate change on agriculture and food security. It also documents the adaptation strategies that farmers practice. The study also attempts to study the agricultural policies through a gender perspective and identify the gaps in the policy. Both primary and secondary sources were used for data collection. The production of the major food crops like wheat, maize, rice, fruits fresh vegetables and livestock has been in relative decline since the past several years. Sometimes total crop failure occurred due to drought, excessive rainfall or an epidemic of insects, pests and diseases. The change in the climatic pattern has resulted in decreased crop productivity that increases food insecurity of the people. Farmers use different adaptation measures to cope with the adverse effect of climate change. These helped to minimise crop losses and improve the food security situation of women farmers by preventing crop loss. The national agricultural policy was found lacking in gender sensitivity. Based on the analysis of the data, recommendations have been made to the government.

The two waves of refugees from the Central African Republic has provoked one of the most severe humanitarian crises in Central Africa and in the South of Chad. The different camps around the city of Goré host a population of more than 90 000 individuals of which 35% are refugees, 21% are repatriates and 44% are autochthones. This population is dependent on woodfuel for cooking, heating and lighting. This has increased pressure on the environment due to tree felling, wood collection and the conversion of forestland to agricultural land. FAO and UNHCR initiated a joint rapid woodfuel assessment in May 2017 to determine the supply and demand of woodfuel resources in the area. The assessment had four components: 1) an assessment of the woodfuel demand for cooking, heating and economic activities 2) an identification of current technologies and practices in use for cooking and potential bioenergy feedstocks in the area of interest 3) an assessment of the potential woodfuel supply in the area of interest 4) and the establishment of recommendations for planning interventions to improve clean energy access, promote sustainable forest management, support afforestation and reforestation measures and contribute to building resilience of affected populations in the area around the city of Goré.

With growing awareness of the devastation caused by major natural disasters, alongside integration of governance and technology networks, the parameters of humanitarian aid are becoming more global. In 2020, the FAO Office of Evaluation (OED) backstopped the FAO Eritrea Office in the review of the FAO Country Programme. This is the first review of the Eritrea Country Programme and covers the Country Programming Framework (CPF) period from 2017 to 2021.The review assessed FAO’s strategic positioning in Eritrea, the programme results and provided strategic recommendations on how FAO can better realign its programme to evolving needs. The review found that while the Ministry of Agriculture and the Minitry of Marine Resources fully participated in the formulation of the CPF, the Ministry of Land, Water and the Environment’s participation was limited. Overall, the results are unequal across the three priority areas of the CPF. The review makes thirteen recommendations. This includes FAO enhancing its cooperation with the Ministry of Marine Resources and the Ministry of Land, Water and the Environment. More specifically, both ministries should also be involved in the preparation of the next CPF.

Overall, the results are unequal across the three priority areas of the CPF. The review makes thirteen recommendations. This includes FAO enhancing its cooperation with the Ministry of Marine Resources and the Ministry of Land, Water and the Environment. More specifically, both ministries should also be involved in the preparation of the next CPF.
