We are having a hearing on the Hate Crimes Statistics Act which I introduced in 1990 and which is now the law. I am pleased to say that the policing agencies of the Nation are cooperating more and more with the FBI. In 1991, 2,771 agencies participated. In 1993, 6,840 agencies participated. But we still have 10 States that are not providing statewide data, including the State of California. The statistics we are getting are meaningful. What we want to do is to find out if this poison is rising or declining in this Nation, and we want to do it on more than an anecdotal basis. The information gathered by the Anti-Defamation League, for example, indicates that there is a rising problem in our country, and some of the statistics from polls reflect this problem as well. The National Conference of Christians and Jews polled various groups and found that 46 percent of Latino Americans, 42 percent of African-Americans, and 27 percent of whites agreed with the statement that Asian-Americans are, and I am quoting, "unscrupulous, crafty, and devious in business." Those are the kinds of statistics that say we still have a great deal of work to do. Yet, the encouraging thing from that same poll is that 9 out of 10 Americans say we would like to learn more about other groups and sit down and understand each other more. We are pleased to have as our first witness, and before I call on him I will call on Senator Hatch for any opening remarks, Steven Spielberg, who has a long and illustrious history in the field of movie production, but it is frankly not that long and illustrious history that brings you here.
