Excerpt: ... the history of the royal irish constabulary. chapter I. ppsition of matters previous to the formation of the constabulary. early half a century is a long time to look back upon, in describing the first formation of an institution; nevertheless, the origin, progress, and maturity of the Irish constabulary can readily be traced. It will not be necessary to enter into a minute detail of the several attempts which were made, from time to time, by the legislature, to form a system of police calculated to meet the requirements of the state of Ireland, at a period of from twenty to thirty years previous to the formation of the Irish constabulary. To give a short summary of the different Acts of Parliament which were passed with the pro A fessed object of preserving the peace, and a few of their leading provisions, will be sufficient--indeed one of them was universally known as 'the Peace Preservation Act.' In 1787, an Act was passed--the 27th of Geo. iii., ch. 40, entitled, 'An Act for the better Execution of the Law, and the Preservation of the Peace within Counties at large.' This Act empowered the Lord Lieutenant to appoint a chief constable to each one or more baronies; while the grand juries had power given to them to appoint sixteen sub-constables to each of the same districts; and it was a provision in the Act that they should be Protestants. They were entitled to a sum of three-pence a mile for the conveyance of all prisoners whom they might apprehend, f
