The book goes beyond the narrow minimalist evaluation of microfinance that only focuses on women’s economic empowerment through their ability to access financial resources. Rather, it looks at whether and how microfinance empowers women in a holistic manner across the socio-cultural, psychological and political spheres of life. The author argues that microfinance reduces levels of poverty, which means that women are better able to meet their practical gender needs; however, they are not empowered unless they are also able to meet their strategic gender needs, including the transformation of gender power relations from the household to state arenas. Although women play a crucial role in agriculture, they experience many challenges that limit their productivity and economic potential, such as limited access to credit and training. They are also often marginalized and excluded from decision-making processes. As the complexity and importance of gender equity in development work has increased, so too has the need to measure empowerment and progress made toward improving empowerment and achieving gender parity. In Bangladesh, there has been growing momentum by the government and development partners to use evidence to inform gender-sensitive and -responsive policies and programs. The Women's Empowerment in Agriculture Index (WEAI) has emerged as a key tool to achieve this objective. In this companion volume, they further analyze the determinants of school enrollment, completion, and learning in seven countries: the highly heterogeneous populations of Laos, China, Pakistan, India, and Guatemala and the homogeneous populations of Bangladesh and Tunisia. The authors find that in ethnically and linguistically diverse populations, minority groups --minority girls in particular -- lag significantly behind the majority population in school attendance, while highly homogeneous populations like Bangladesh and Tunisia have successfully integrated girls into school on a par with boys. It was observed that socio-cultural ideology generates gender-based inequalities in women education. As a result of the patriarchal ideology, most women consider sons as 'assets'. On the other hand, daughters are treated as non- permanent family members in their natal home since they will move into their husband's house after marriage. Due to such beliefs and practices, women received less attention in education and as a result lack empowerment. The book suggests that improvement in women's access to education particularly the higher level of education opportunities would increase women's employment and income. This could expand their ability to make decisions in the family and would play a key role in the empowerment of rural women in Bangladesh.
