The reason is not far to seek. It lies 1n the assumption that highway con struction and maintenance require little more than good faith and common sense. Many persons without engineering expe ricuce have been persuaded to acquiesce in methods of work which lead to unnecessary waste. Excerpt from Good Roads, Vol. 4: A Practical Journal of Road and Street Construction and Maintenance, July December, 1912 The introduction of hinges in concrete arches to pro vide for unequal settlement is absolutely useless, accord ing to Mr. Luten. If the arch is a solid rib, hinges par allel to each other cannot relieve unequal settlement, and if it is made up of separate ribs, hinged separately at the crown or at the spring lines or both, the presence of the hinges may permit unequal settlement of the ribs and their supporting footings. But these ribs must support columns carrying a solid concrete floor, and any unequal settlement of the footings and ribs will necessarily cause an unequal settlement of the floor slab, which is, of course, incapable of withstanding it. The most useful purpose of a hinge in an arch, according to Mr. Luten, is to locate the thrust line and reduce a complex analysis to a simple calculation through the use of a complicated and expensive device in the actual construction. The use of the hinge in such an arch by an expert designer is rarely justified, he helds, and is an admission of inability to employ the elastic theory to make the necessary analysis of the proper arch ring.
