Excerpt from The Rights and Duties of Citizens, of the United States: A Manual of Citizenship The scholars in our public schools and colleges should be instructed as to the elements that go to make up a good and useful citizen of our country, and the obligations, civil, social, and political, due to others from them. They should be instructed to yield respect and obedience to the laws, and to hold on with unflinching firmness to the Constitution and the Union of States. They should be taught the love of liberty and order, to walk in the path of patriotism, of fidelity to our country, and of duty to God. This is necessary in order that when they become of adult age they may be prepared to exhibit wisdom in the cabinet; the purest patriotism; the highest integrity, public and private; morals without a stain; and religious feelings without intolerance and without extravagance. In this little manual of the rights and duties of citizenship I sing the love of country and the pride of country to the youth of both sexes of my country. I teach the need of beating back ones country's enemies, whether they reside in or out of the United States - a most true song, to which I hope the hearts of the youth of our country will burst responsive into fiery melody, followed by fiery strokes before long. International human rights law is founded on the premise that all persons, by virtue of their essential humanity, should enjoy all human rights. Exceptional distinctions, for example between citizens and non-citizens, can be made only if they serve a legitimate State objective and are proportional to the achievement of the objective. Non-citizens can include: migrants, refugees and asylum seekers, victims of trafficking, foreign students, temporary visitors and stateless people. This publication looks at the diverse sources of international law and emerging international standards protecting the rights of non-citizens, including international conventions and reports by UN and treaty bodies
