Focusing on the role of the landowning gentry in the First Russian Revolution of 1905-1907, Roberta Manning explores the complex relationship between this traditional social and political elite and the imperial Russian government in the period between the abolition of serfdom and the February Revolution of 1917. In contrast to the commonly accepted view that the 1905 Revolution significantly expanded the circle of people involved in government, Professor Manning argues that the gentry became Russia's dominant political force after the 1907 coup d'etat. Overwhelmed after Emancipation by economic crisis and a devastating erosion of their role in government service, the gentry utilized the revitalized assemblies of the nobility and the newly founded zemstvos first to agitate for and then to dominate the representative institutions created by the 1905 Revolution. Through a vast array of primary sources, Professor Manning considers the acquisitions and consequences of the gentry's augmented political role and presents an updated account of the peasant rebellions of 1905-1907 and their impact on the gentry. Included is a brilliant portrayal of P.A. Stolypin, the period's most gifted gentry statesman, and of the defeat, accomplished with the aid of gentry pressure groups, of his reform program, the last comprehensive effort to restructure the political order of Imperial Russia. Has the Russian state managed to lay the institutional groundwork for long-term stability and democratic governance? The consensus of the contributors to this book is grim. The courts have grown increasingly complex, but their ability to enhance and support democracy has remained limited. State economic institutions have been unable to collect taxes, pay government workers, fund the healthcare system, pay its soldiers, or retain value in its currency. Political mechanisms for resolving center-periphery conflicts remain ineffective, and Russia's political institutions seem less focused on serving public interests than on enriching the power of those in power.

Nearly two decades after the fall of the Soviet Union, the character of Russia, its principal successor state, remains unresolved. So, too, does the character of Russia's relationship with the West. Though the intense U.S.-Soviet rivalry of the Cold War is over, Russia has not become the consistent partner that many on the outside hoped would emerge after the Cold War's end. The United States and Europe have taken issue with many elements of Russia's domestic trajectory and regional and international posture, including its democratic practices, energy-related activities in Europe, stance on Iran's nuclear program, and actions in the 2008 Russia-Georgia conflict. At the same time, many Russians are also disappointed with Western policies and actions, including sympathy for Georgia, U.S. plans for missile defense, and, above all, the enlargement of NATO. This has made for a mix of resentment and assertiveness in Moscow. A principal factor enabling this assertiveness in recent years has been Russia's strong economic growth. Since 2008, though, Russia, like many other countries, has experienced a deep economic crisis.
