From its insistence that Japan should favour diplomatic normalization with the Republic of China over the People’s Republic of China in 1952, through its role, via the Security Treaty, of keeping the ‘cap in the bottle’ of Japanese militarism, to weighing in on the Diaoyu/Senkaku islands dispute between China and Japan, the United States has played a pivotal, and at times controversial, role in the development of China-Japan relations since the end of World War II. A collaborative effort by scholars from the United States, China, and Japan, this volume focuses on the period 1972–1989, during which all three countries, brought together by a shared geopolitical strategy, established mutual relations with one another despite differences in their histories, values, and perceptions of their own national interest. Although each initially conceived of its political and security relations with the others in bilateral terms, the three in fact came to form an economic and political triangle during the 1970s and 1980s. But this triangle is a strange one whose dynamics are constantly changing. Its corners (the three countries) and its sides (the three bilateral relationships) are unequal, while its overall nature (the capacity of the three to work together) has varied considerably as the economic and strategic positions of the three have changed and post–Cold War tensions and uncertainties have emerged.

Liberals and realists thus debate over the likelihood of either security tensions easing up or economic interdependence getting reduced eventually. On the other hand, Iida introduces a new theory that reinterprets the relationship between state security and economic interdependence among countries in the Asia-Pacific region. Based on case studies of recent episodes in East Asia, and especially on the experiences of Japan, this book highlights an interesting dynamic between security and economic interdependence: risk avoidance. By understanding how risk avoidance affects the behavior of these countries in terms of security and economics, it becomes evident how they eventually settle into what Iida calls "Cool Politics" and "Lukewarm Economics".

Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won’t be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.
