The origins of this volume can be traced back to a conference on "Ethics, Economic and Business" organized by Columbia Busi ness School in March of 1993, and held in the splendid facilities of Columbia's Casa Italiana. Preliminary versions of several of the papers were presented at that meeting. In July 1994 the Fields Institute of Mathematical Sciences sponsored a workshop on "Geometry, Topology and Markets": additional papers and more refined versions of the original papers were presented there. They were published in their present versions in Social Choice and Wel fare, volume 14, number 2, 1997. The common aim of these workshops and this volume is to crystallize research in an area which has emerged rapidly in the last fifteen years, the area of topological approaches to social choice and the theory of games. The area is attracting increasing interest from social choice theorists, game theorists, mathematical econ omists and mathematicians, yet there is no authoritative collection of papers in the area. Nor is there any surveyor book to give a perspective and act as a guide to the issues in and contributions to this new area. One of the two aims of this volume is in some measure to play this role: the other aim is of course to present interesting and surprising new results.

This chapter presents a summary of recent results obtained in game and social choice theories, and highlights the application and the development of tools in algebraic topology. The purpose is expository: no attempt is made to provide complete proofs, for which references are given, nor to review the previous work in this area, which covers a significant subset of the economic literature. The use of topological tools has a long tradition in economic analysis, which goes back to the work of Von Neumann on balanced economic growth of 1937 and 1945. He proved a generalization of Brouwer's fixed point theorem that was the basis of Kakutani's theorem. In game theory and in general equilibrium market analysis, fixed point methods are the topological methods most frequently utilized to show existence of solutions. As a matter of fact, fixed point theorems are the largest part of applications of topology to economics as a whole. Instead of topological methods, social choice theory has traditionally been formulated in a combinatorial fashion, following the first formal works of Arrow (1951) and Black (1948) in this area. However, we shall now show that many problems of game and social choice theories, when properly formulated, exhibit an intrinsic topological structure that may be fruitfully examined with algebraic topology tools that go beyond fixed point theorems, such as homotopy and cohomology theories. This allows us to tap a wealth of existing topological techniques, as well as to develop new ones, to resolve problems in social choice and game theories. This chapter studies certain social choice paradoxes and their resolution, the relation of a fixed point theorem with the social choice paradox, the equivalence of the Pareto condition and the existence of a dictator, majority rules, aggregation in large economies, and the aggregation of Von Neumann-Morgenstern utilities for choices under uncertainty. Within game theory, we summarize results on the manipulation of games, the existence of Nash equilibrium of certain non-convex games and the fairness of these games, and the existence and characterization of strategy-proof games, a problem that appears in the literature on economies with public goods.

Topological social choice is an area which has evolved rapidly in recent years. It involves the use of continuous or topological techniques to study what have come to be known as "Chichilnisky rules." The field has quickly moved from a separate and distinct area of social choice to one which is integrated into the mainstreams of both social choice theory and general equilibrium theory, and which has come to be a bridge between these previously disparate areas. One of the most striking results to emerge is Chichilnisky's result on the equivalence between Arrow's paradox, Chichilnisky's paradox, the existence of a competitive equilibrium in a general equilibrium model and the non-emptiness of the core: Arrow paradox -- Chichilnisky paradox -- Competitive equilibrium -- Core. This shows that social choice is an integral part of the problem in economics and that at a deep level all forms of resource allocation are equivalent. The topological approach to social choice also leads to a set of results on incentive compatibility and manipulability. There is a result equivalent to the Gibbard-Satterthwaite result on manipulability: this result states that any social choice rule which is continuous and respects unanimity must admit a "strategic dictator", someone who has the ability to force whichever outcome he or she most wants, generally be misrepresentation (Chichilnisky, Chichilnisky and Heal, Koshevoy). There is also a very simple characterization of the conditions necessary and sufficient for non-constant manipulability of a continuous social choice rule as those which are locally constant or dictatorial (Chichilnisky and Heal). Finally, one can apply these techniques to the analysis of social choice with infinite populations and show that the rules which are possible in this case are limits of the preferences along sequences of voters which form ultrafilter (Chichilnisky and Heal).

Since World War II the subject of social choice has grown in many and surprising ways. The impossibility theorems have suggested many directions: mathematical characterisations of voting structures satisfying various sets of conditions, the consequences of restricting choice to certain domaines, the relation to competitive equilibrium and the core, and trade-offs among the partial satisfactions of some conditions. The links with classical and modern theories of justice and, in particular, the competing ideas of rights and utilitarianism have shown the power of formal social choice analysis in illuminating the most basic philosophical arguments about the good social life. Finally, the ideals of the just society meet with the play of self interest; social choice mechanisms can lend themselves to manipulation, and the analysis of conditions under which given ideals can be realised under self interest is a political parallel to the welfare economics of the market.
