The rapid development of Pacific Asia over the past twenty years offers an excellent opportunity to analyze the dynamics of economic growth. Trade and Structural Change in Pacific Asia explores the nature and causes of changes that have occurred in the economic structure of Pacific Asia, the relationship between these changes and economic growth, and the implications of these changes for trading relationships. Themes in the research reported here includes the sectoral composition of output and trade; rates of structural change in production and exports and their relation to economic growth; the effect of abundant resource endowments on industrialization and manufactured exports; the nature of the mix between active government policies and market forces; and the balance between demand-determined and supply-determined industrialization and exports. Many of the issues explored have important implications for United States foreign economic policy, and the volume includes a look at the basic economic and political forces influencing shifts in United States trade policy in the postwar period. A timely and informative analysis, the volume probes the causes and consequences of economic growth in Pacific Asia, focusing on the interaction of exports of manufactured goods and the developmental process. Taking the fall of the Iron Curtain in 1989 as a starting point, the authors discuss the transition of former communist CEE countries from centrally planned to market-driven economies, arguing that trade was the primary engine for the economic growth and transition process they experienced. The chapters in this book incorporate the results of previous studies – some of which are based on original research conducted by the authors – dedicated to the integration process of international and European trade. More importantly, the authors look at the broader aspects of structural change and economic development, indeed the whole process of economic transformation. Thus, the book moves well beyond the core ‘trade and growth’ framework to look at technological progress, foreign investment, institutional development and structural change in Central and Eastern European countries.

This paper focuses on the sluggish growth of world trade relative to income growth in recent years. The analysis uses an empirical strategy based on an error correction model to assess whether the global trade slowdown is structural or cyclical. An estimate of the relationship between trade and income in the past four decades reveals that the long-term trade elasticity rose sharply in the 1990s, but declined significantly in the 2000s even before the global financial crisis. These results suggest that trade is growing slowly not only because of slow growth of Gross Domestic Product (GDP), but also because of a structural change in the trade-GDP relationship in recent years. The available evidence suggests that the explanation may lie in the slowing pace of international vertical specialization rather than increasing protection or the changing composition of trade and GDP.

Conditional forecasts are given for the economic development of the most important world market countries till the year 2000. The driving forces of economic growth are identified and forecasted, in connection with collaborating scholars in most of these countries and with international organizations. This information is used in solving a coherent world model. The model consists of linked growth models for each country (or groups of countries). The solutions show that the inequality in international income distribution will further increase and that the CMEA and OECD countries will approximately keep their relative positions, with some changes within these groups. Structural change is also analysed. Additionally separate forecasts prepared by each collaborating country group are given and may be compared with the forecasts by the world model. The book closes with chapters on special features of the future economic development: on the international debt problem, on long waves, on structural change in the world trade, on the emergence of service economics and on the comparison of GDP and NMP national accounting.
