From April 2007, local authorities, the police and local partners will have greater freedom and flexibility to implement locally agreed road safety measures to reduce road casualties in their area, and this will include greater local accountability for the future deployment and operation of safety cameras. This Circular provides guidance and best practice advice on the deployment of speed and red-light cameras applicable in these circumstances after 1st April 2007. It supersedes Circular Roads 01/92 (Use of technology for traffic enforcement: guidance on deployment), Circular Roads 01/95 (Traffic signal and speed camera signing) and the Handbook for Rules and Guidance for the National Safety Camera Programme for England and Wales 2006/07, which are now cancelled.
