Water data and information are essential to support efforts to understand, manage, allocate, utilize and protect water resources. The linkages between Water Information Systems and needs of decision makers are complex, but can be encapsulated in a Driving Force (Policy Needs) – Monitoring – Data Management – Reporting framework. The rapid development in water policy reforms in many sectors and growing emphasis on demand-side policy solutions to water resources management has created an information imbalance. This imbalance can be characterised in terms of an inverted pyramid with implementation of many water policy initiatives supported by little data and information, especially related to economic and financial elements, to help guide decision makers toward more effective and efficient water resources management strategies. Additionally, as stress and demands on water systems increase and water becomes a more valued resource, this tends to increase the value of water information both for water providers and users. Nevertheless, many countries are reporting that the capacity to collect water information is being undermined by a lack of resources, while expertise to collect, analyse and interpret water data for decision makers is being lost. Finally, the impact of climate change on hydrological regimes represents a key potential stress on water systems. This issue could be the catalyst for adapting policies to provide more efficient and effective use and management of water resources and advance institutional and governance reforms in the water sector. This book is based on a special issue of the International Journal of Water Resources Development.

This realization is the starting point for any new water developments and for operation. From this we conclude that whatever we do to meet new exigencies requires an understanding of the presently in-place complex water systems. Their operation is the important thing. And how can we adjust their operation to meet the new demands upon the system? This book deals with complex water systems and their operation. Some chapters are highly theoretical while others are rooted in practical applications. How can we an~lyze the operation of a complex water system and determine how its performance can be improved? Several chapters on mathematical analysis give approaches involving different aspects of this problem. But operation also has political, management, and physical aspects. These problems are addressed in chapters by managers who operate such systems. The main theme of all chapters is how to deal with the different aspects of a complex water system, already in place. Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.

There is already severe scarcity in many regions of the world, causing tremendous problems for local populations and indeed entire societies. There is insufficient water available for the production of food to alleviate poverty and starvation; the lack of water hampers industrial, urban and tourism development, forcing restrictions on other sectors, especially agriculture; health problems arise as the deterioration of ground and surface waters favours water-borne diseases, which flourish in the absence of decent water distribution and sewerage systems. Water conflicts still arise in areas under stress, while water for nature has become a vanishing priority in such zones. This book is a guide to the establishment of regional and/or local guidelines for developing and implementing new ideas for coping with water scarcity. The basic premise underlying the book is that water scarcity will persist, so personal, human and society-wide skills will be needed to cope with it while living in harmony with the necessary environmental constraints. The book provides basic information to assist decision makers, water managers, engineers, agronomists, social scientists and other professions (and their students) in formulating coherent, hopefully harmonious and consolidated views on the issue.
