Sub-Saharan Africa grapples with many public health issues such as food insecurity, increased prevalence of infectious diseases, limited access to clean water supply, poor nutrition and lack of improved health services for its populace (IMF, 2021). Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Efforts to improve the water supplies used by people in rural areas of developing countries have run into serious obstacles: not only are public funds not available to build facilities for all, but many newly constructed facilities have fallen into disrepair and disuse. Along with the numerous failures there are also successes in this sector. From these successes a new view has begun to emerge of what the guiding principles of rural water supply strategies should be. As one of the most important natural resources, the management of water is becoming increasingly important as water resources are growing more scarce. This is especially the case for rural areas and developing countries, such as Africa. In sub-Saharan African (SSA) countries today, the demand for water resources is increasing. In this innovative study, the author examines these forms of traditional or customary institutions of water management in a manner that has never been done before. First, the author provides us with an understanding and appreciation of the differential impact of customary institutions on drinking- and irrigation-water management. Most sociological studies on rural water management in SSA have addressed water-management issues without adequately analyzing customary institutions and showing how they affect rural water management. Most studies in river-basin management focus on water for irrigation. Few studies have examined how the customary and statutory institutions influence water management for different water uses. This study looks at how the management of water for domestic use differs from the management of water for livestock and small-scale irrigation. The second unique contribution of this book is the analysis of the role of women and how customary and statutory institutions affect women's participation in water management. Few studies have looked at the role of women and their contribution to rural water management. Previous studies have focused only on the statutory institutions. Finally, the study offers a valuable comparison of the effectiveness of statutory and customary institutions in enforcement of their regulations, resolving natural-resourceconflicts, and in ensuring access to water for different uses. Although many researchers recognize the importance of customary institutions, their analysis tends to focus more on the statutory institutions for water management. In this book, both formal and informal water-management institutions are considered for a more balanced understanding. The findings of this study will serve as the basis for formulating policies and programs that include customary institutions in the management of rural water resources in Tanzania. In Tanzania, lack of access to safe water for many rural populations is a major concern. Lack of safe water has implications for rural people and the country as a whole. Policy makers, nongovernmental organizations, planners, and water providers need to be informed so they can incorporate customary institutions into policies and strategies for management of rural water resources. This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.
