This open access book shows how the politics of migration affect community building in the 21st century, drawing on both retrogressive and progressive forms of mobilization. It elaborates theoretically and shows empirically how the two master frames of nostalgia and hope are used in local, national and transnational settings, in and outside conventional forms of doing politics. It expands on polarized societal processes and external events relevant for the transformation of European welfare systems and the reproduction of national identities today. It evidences the importance of gender in the narrative use of the master frames of nostalgia and hope, either as an ideological tool for right-wing populist and extreme right retrogressive mobilization or as an essential element of progressive intersectional politics of hope. It uses both comparative and single case studies to address different perspectives, and by means of various methodological approaches, the manner in which the master frames of nostalgia and hope are articulated in the politics of culture, welfare, and migration. The book is organized around three thematic sections whereby the first section deals with right-wing populist party politics across Europe, the second section deals with an articulation of politics beyond party politics by means of retrogressive mobilization, and the third and last section deals with emancipatory initiatives beyond party politics as well.

Immigration's effect on European welfare state is complicated. On one hand, increased immigration might undermine social solidarity and impose greater fiscal burdens on redistribution, reducing support for welfare spending. On the other, natives could respond to greater globalization with economic anxiety, increasing support for redistribution in order to mitigate risk. Welfare chauvinism predicts a mixed effect--increased spending for programs that middle-class natives use and reduced spending for programs that benefit immigrants disproportionately. I test this theory by analyzing (1) European attitudes towards immigration and welfare spending and (2) actual spending on these programs, particularly social housing. Additionally, I present a brief case study of France's immigration/welfare relationship. Despite large increases in immigration, I find no significant increase in welfare chauvinistic attitudes and no systemic relationship between immigration and social spending. This surprising result--which contradicts recent empirical findings--suggests that immigrations-based fears about Western European welfare states are overstates.

This book examines this membership policy adoption and adaptation through both medium-N analysis and three paired comparisons to argue that while there is convergence in instruments, there is also significant divergence in policy purpose, design and outcomes. To explain this variation, this book focuses on the continuing, dynamic interaction of institutional path dependency and party politics. Through paired comparisons of Austria and Denmark, Germany and the United Kingdom, and the Netherlands and France, this book illustrates how variations in these factors - as well as a variety of causal processes - produce divergent civic integration policy strategies that, ultimately, preserve and anchor national understandings of membership.

Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum.
