Excerpt from The Evidence, Given by Lord Overstone: Before the Select Committee of the House of Commons of 1857, on Bank Acts, With Additions Some explanation is necessary of what may otherwise have the appearance of presumption in publishing in this separate form, the evidence given by me before the Committee to which the subject of the Bank Charter Act was referred in the last Session, and which has already appeared, in common with the evidence given by several other witnesses, in the Parliamentary Report. In the year 1833, I was summoned for the first time, before a Parliamentary Committee, in reference to the Banking and Monetary arrangements of the country. Bearing in mind the instructive events of 1825, and the extravagant proceedings of the Country Banks so intimately connected with the excitement, and ultimate convulsion of that period, I then expressed my opinion. 1. That inconvenience and difficulty must arise from any multiplication of the issuers of paper money (Question 3448). 2. That, upon general principles, one bank only of issue throughout the country would be the best system (Question 3455). 3. The essential importance of a full and regular publication of the accounts of the Bank, including the bullion (Questions 3382-3-4). 4. The expediency of repealing the Usury Laws.
